Congestion Management Program Monitoring and Conformance Report

VTA seeks proposals (each, a “Proposal”) from qualified firms (each, a “Proposer”) with experience and knowledge of traffic engineering, including traffic counts and level of service analysis, to assist VTA in preparing its Congestion Management Program’s (“CMP”) Monitoring and Conformance Report (“Services”).

California State Statute 65089 requires Congestion Management Agencies (“CMAs”) to conduct analysis of all CMP roadways every two years to ensure Member Agencies – the cities, towns and county – are developing in a manner consistent with the CMP level of service (“LOS”) standard of LOS E. As the responsible CMA for Santa Clara County, VTA undertakes this analysis on an annual basis. VTA prepares the annual Monitoring and Conformance Reports which documents the traffic conditions and CMP conformance findings.
