PART I – ADMINISTRATIVE AND GENERAL INFORMATION
1.1 Background
The City of Kenner seeks to engage a qualified consulting firm to conduct a comprehensive
classification and salary plan study to evaluate and modernize its current classification and salary
plan structure. This initiative is driven by maintaining a competitive, equitable, and fiscally
responsible workforce that aligns with current trends.
Over time, the needs in the government’s workforce, evolving demands and the labor market shifts
have created the objectives to reassess job classifications, assigned duties, and salary levels. The
current classification and salary plan requires a systematic review to ensure appropriate
classification, offers equity, opportunity for growth, reflect job duties performed and market
competitiveness. Specifically, this study will also evaluate promotional pathways, job series
structures, and consistency in job title conventions while ensuring compliance with applicable civil
service rules, federal and state labor laws, and best practices in the public sector.
1.1.1 Purpose
The purpose of this Request for Proposals (RFP) is to obtain competitive proposals as allowed by
Louisiana Public Bid and Contract Law from bona fide, qualified proposers interested will conduct
a classification and salary plan study update to ensure that all positions are accurately classified
and compensated in a manner that is equitable, competitive, and aligned with the City’s operational
needs. This study will establish a consistent method for evaluating job duties, maintaining internal
equity, and addressing pay against municipal governments within and surrounding parishes.
Ultimately, it will support competitive recruitment, retention, and city’s budget demands.
1.1.2 Goals and Objectives
The City of Kenner desires to obtain proposals from Firms who are interested in providing the
following services:
• Conduct a comprehensive review of the current classification system, including job descriptions, class
specifications, and organizational structure
• Evaluate the City’s existing compensation plan, including pay ranges, salary structures, and internal
equity
• Perform a market analysis and salary survey using comparable public sector organizations
• Identify and address issues related to:
o Pay compression

o Recruitment and retention challenges
• Recommend updates to the classification plan and compensation structure consistent with best practices
• Provide implementation strategies, including cost analysis and phased approaches
• Provide monthly updates on all progress and challenges
The City of Kenner seeks to obtain a written logistics plan specific to the City of Kenner identifying
vendor resources required to provide a timely response in establishing services required by this RFP.
