11 BID OPENING for MEP BIDDERS: 2:00 P.M., April 16, 2020.
12 BID OPENING for GENERAL PRIME CONTRACTOR BIDDERS: 2:00 P.M., April 30, 2020.
14 OWNER: State of Wisconsin, Department of Administration (DOA), Division of Facilities Development,
15 hereinafter termed DFD.
17 NOTICE: Effective January 1, 2014, all potential bidders must be certified by DOA prior to submitting
18 bids on state construction projects over $50,000. All bids received from contractors who are not certified
19 will be rejected. Contractor certification applications and instructions for completing the form may be
20 obtained from the DOA Website DFD Contractor Certification page:

24 This project is being let using a new single prime bidding and contracting process. DFD will publicly
25 bid the applicable mechanical, electrical, plumbing, and fire protection (MEP) divisions of work first. Within
26 5 days of the MEP bid opening, DFD will identify a lowest, qualified, responsible, certified bidder in each
27 applicable MEP division of work. These successful MEP bids must be included in all general prime contractor
28 bids received. No later than 5 days after DFD identifies the successful MEP bids, DFD will publicly open
29 general prime contractor bids. General prime contractor bids that do not include the successful MEP
30 bids will be rejected. The state will enter into a single contract with the lowest, qualified, responsible,
31 certified general prime contractor and this general prime contractor will enter into subcontracts with the
32 successful MEP bidders.
34 Sealed bids will be received at Facilities Planning & Management, University of Wisconsin - Eau Claire, 651
35 University Drive, Eau Claire, WI 54702-4004. The bidder is responsible for the sealed bid being delivered
36 to the indicated location for receipt stamping before the time specified for the bid opening. Third party
37 delivery is entirely at the bidder's risk.
39 In general the work consists of:
40 Towers Hall is a dual tower, ten story residence hall that was originally constructed in 1966 on the upper
41 campus of UW-Eau Claire. In 2018 a renovation project was completed that renovated common areas &
42 bathrooms and refurbished existing elevators. The project also replaced/upgraded all HVAC, plumbing,
43 electrical and IT systems and replaced exterior windows.
45 This project will introduce a ducted fresh air supply and return HVAC system. In order to avoid the loss of
46 use of the building during the academic year, this project will be constructed over the course of two summers.
48 CLASS 1 NOTICE:
50 Notice is hereby given in accordance with Section 16.855(10), Wisconsin Statutes, that the Division
51 believes it is in the best interests of the State to contract the following work from only one source,
52 without the usual statutory procedures:
Quality Roofing, Inc. – Roof patching associate with new equipment and penetrations.

3 and/or on compact discs or DVD by ordering from the Construction Project Bidding Opportunities webpage.

9 Bidder shall identify the division of work they are bidding on when requesting Bidding Documents online.
10 Base Bids will be received as a single lump sum bid for: 2) Fire Protection (Fire Suppression); 4)
11 Mechanical (Heating, Ventilating, Air Conditioning); and 5) Electrical.
13 No deposit is required to obtain documents for bidding purposes.
15 Bid Guarantee in the amount of 10% of the Bid must accompany each bid submitted.
17 NOTICE: The 2017-2019 Wisconsin State Budget (2017 Wisconsin Act 59) repealed Wisconsin’s
18 prevailing wage laws. Effective September 23, 2017, state prevailing wage requirements on state
19 building projects no longer apply. These changes take effect for projects advertised for bid after
20 September 23, 2017. This change does not affect the Federal Davis Bacon Act requirements.
22 A non-mandatory pre-bid tour for 14H1Z-01 UW Eau Claire Towers Hall Condensation Repairs will be held
23 at 1:00 pm central time on Tuesday, March 24, 2020. The tour will commence in the main lobby on the first
24 floor of Towers Hall. Attendance at the Pre-bid tour is not mandatory. Contact Person: Andrew Nord,
