1.1 RFP_DEFINITIONS
For the purposes of this RFP and resulting Contract, words and terms shall be given their ordinary and usual meanings. Where capitalized in this RFP and resulting Contract, the following words and terms shall have the meanings indicated. The meanings shall be applicable to the singular, plural, masculine, feminine and neuter forms of the word.
"Authorized User" means state agencies, political subdivisions, and municipalities authorized by state statutes to use state contracts.
"Cooperative Purchasing" refers to the authority in Wisconsin statutes (s. 16.73, Wis. Stats.) for Wisconsin municipalities to purchase from state contracts.
"Contract Administrator" means the Agency employee responsible for oversight of the implementation, administration, and completion of the Contract.
"Contract Manager" the Agency employee responsible for 1) resolving contractual matters that cannot be resolved with the Contract Administrator; and 2) facilitating and/or completing all official actions under the Contract including but not limited to amendments, renewals and termination.
"Contract" means the final version of any contractually binding agreement between the State and the Contractor relating to the subject matter of this RFP; references to the Contract include all exhibits, attachments and other documents attached thereto or incorporated therein by reference.
"Contractor" means the person or entity that has been awarded the Contract as a result of this RFP, and who is required to provide equipment, materials, supplies, contractual services, or leasing of real property to the Procuring Agency.
"Department" or "WDNR" means the Wisconsin Department of Natural Resources.
"Disabled Veteran-Owned Business (DVB)" means a business that has been certified by the Department of Administration under 16.283, Wis. Stats.
"Effective Date" means the date the Contract has been fully executed by the Contractor and the State.
"Expected" refers to a State requirement that should be present in the proposed solution, exactly as stated, but the lack of which requirement would not disqualify the solution. However, the lack of one or more expected requirements will reduce a solution's technical score.
"Food waste" refers broadly to any food and its associated inedible parts (e.g. bones, pits/stones) that was not consumed. When referring to the "reduction of food waste," this term is used broadly as shorthand in relation to actions that prevent food waste, reduce food waste, and/or process food waste into valuable products.
"Food Waste Management" means any management of food that wasn't consumed by its primary intended recipient. It includes actions relating to distribution, processing, preserving, serving, selling, and composting; it does not include disposal.
"Mandatory" refers to a requirement that must be present in the proposed solution, exactly as stated, in order for the solution to be considered by the State of Wisconsin. The terms "must," "shall," and "will" are considered to signify mandatory.
"May" indicates something that is not mandatory but permissible.
"Minority Owned Business Enterprise (MBE)" means a business that has been certified by the Department of Administration under
"Organic waste" means food waste; food residuals; farm and non-farm crop residues; botanical residuals; aquatic plants; vegetative food processing residues such as those from cannery and brewing activities; fish harvesting and processing residuals; yard residuals; farm and herbivorous animal manure, and associated animal bedding; clean chipped wood; clean sawdust; non-recyclable compostable paper; certified compostable plastics and other similar materials.
"Processor" means a facility, such as an anaerobic digestion unit (on-site or communal) or a composting facility, that will convert food waste into a usable product.
"Procurement Manager" means the person responsible for managing this procurement process.
"Proposal" means the complete response to this RFP submitted on the approved forms in the required manner, and setting forth the Proposer's prices for providing the products and services described in the RFP.
"Proposer" means the entity submitting a Proposal in response to this RFP.
"Responsible" refers to a Proposer who has furnished information and data to prove that the financial resources, service capabilities, facilities, personnel, service reputation, and experience are adequate to make satisfactory delivery of such services and deliverables as are set forth in the RFP.
"Responsive" refers to a proposal that conforms in all material respects to the requirements set forth in the RFP.
"RFP" means this Request for Proposal.
"State Holidays" means January 1, Martin Luther King Jr.'s birthday, Memorial Day, July 4, Labor Day, Thanksgiving Day, December 24, December 25, and December 31.

The State makes no express or implied warranties whatsoever that any particular quantity or dollar amount of services will be procured. The State reserves the right to cancel this RFP for any reason prior to the issuance of a notice of intent to award.

1.4 RFP_PROCURING AND CONTRACTING AGENCY
This RFP is issued by the Department of Natural Resources which is the sole point of contact for the State during the selection process. The person responsible for managing the procurement process is Konrad K. Plachetta, Purchasing Agent.
The Contract resulting from this RFP shall be administered by the Department of Natural Resources. The Department employee serving as the Contract Administrator shall be determined at the time of contract negotiations.
1.5 RFP_CLARIFICATIONS AND/OR REVISIONS TO THE SPECIFICATIONS AND REQUIREMENTS
If a Proposer discovers any significant ambiguity, error, conflict, discrepancy, omission, or other deficiency in this RFP, the Proposer should immediately notify Konrad Plachetta at via e-mail (no phone calls).
In the event that it becomes necessary to provide additional clarifying data or information, or to revise any part of this RFP, addendums or amendments will be provided via Wisconsin eSupplier Portal.
Proposers are encouraged to log into the RFP website on Wisconsin eSupplier Portal periodically during the RFP process. The person who is registered for the Proposer on Wisconsin eSupplier Portal should get an email any time a change is made to the website. However, this only applies to the person who is registered on Wisconsin eSupplier Portal on the date that the RFP is released. Anyone who registers after the release date of the RFP will not receive any automatic emails from Wisconsin eSupplier Portal for this RFP.
1.6 RFP_STATE OF WISCONSIN POINT OF CONTACT AND CONTACT WITH STATE EMPLOYEES
From the date of release of this RFP until contract execution, all contacts with State of Wisconsin personnel regarding this RFP shall be made through Konrad Plachetta, Purchasing Agent, at WDNR via email (direct or through the Wisconsin eSupplier Portal) only at .
No phone calls, emails or other correspondence to other State staff regarding this procurement are permitted during the procurement process unless otherwise noted in writing as required as part of the solicitation process. Violation of these conditions may be considered sufficient cause for automatic rejection of a Proposal. All oral communications are unofficial and non-binding on the State. Proposers shall rely only on written statements issued by the Procurement Manager.
1.7 RFP_NEWS RELEASES
A Proposer may not issue news releases or make any statements to the news media pertaining to the subject of this RFP or any Proposals or Contracts resulting therefrom without the prior written approval of the Department of Natural Resources. The Proposer is bound by this clause from the time the RFP is issued until the time the Contract has expired. Release of broadcast emails pertaining to this procurement shall not be made without prior written authorization of the Department of Natural Resources.
1.8 RFP_VENDOR CONFERENCE; QUESTIONS
There will be a Vendor Conference/Site Visit (Not Mandatory to attend) on May 18, 2026 at 11:00 AM at Yellowstone Lake State Park in the Concessionaire Building. There will be no option for attending the meeting electronically. See Yellowstone Lake State Park Trail Map that is attached to the RFB web site. There is an opportunity for Proposer questions to be submitted for a State response (see Calendar of Events for dates). Usually a park pass or payment for entry to a state park is required. This requirement is waived if you are attending this vendor conference
All questions must be submitted in writing via e-mail to Konrad Plachetta at by the deadline. Proposer questions along with the State's responses shall be posted to the Wisconsin eSupplier Portal website.
1.9 RFP_REASONABLE ACCOMODATIONS
The Department of Natural Resources shall provide reasonable accommodations, including the provision of informational material in an alternative format, for individuals with disabilities upon request. 1.10 RFP_CALENDAR OF EVENTS
Listed below are important dates and times by which actions related to this RFP shall be completed. In the event that the State finds it necessary to change any of these dates and times, it shall do so by issuing an amendment to this RFP.
1.11 RFP_CONTRACT TERM AND FUNDING
The Contract period shall be determined through the concessionaire's Proposed period and negotiations between the proposer and the Department. It is anticipated that the initial term of the contract will be about 3-5 years.
1.12 RFP_WISCONSIN eSUPPLIER PORTAL REGISTRATION
Only Proposers registered with the State of Wisconsin's eSupplier Portal (the State's electronic purchasing information system) will receive future official notice for this service/commodity. The State of Wisconsin purchasing information and Proposer/proposer notification service is available to all businesses and organizations that want to sell to the State. Anyone may access the Wisconsin eSupplier Portal on the Internet at esupplier.wi.gov to get information on state purchasing practices and policies, goods and services that the State buys, and tips on selling to the State. Proposers may use the same Web site address for inclusion on the Proposers list for goods and services that the organization wants to sell to the State. A subscription with notification guarantees the organization will receive an e-mail message each time a State agency, including any campus of the University of Wisconsin System, posts a request for proposal or a request for proposal in their designated commodity/service area(s) with an estimated value over $50,000. Organizations without internet access receive paper copies in the mail. Increasingly, State agencies also are using Wisconsin eSupplier Portal to post simplified proposals valued at $50,000 or less. Proposers also may receive e-mail notices of these simplified proposal opportunities.
2 RFP_PREPARING AND SUBMITTING A PROPOSAL
This section explains how the proposal should be constructed and on what terms before it can be considered responsive.
2.1 RFP_GENERAL INSTRUCTIONS
The evaluation and selection of a Contractor will be based on the information submitted in the Proposal plus references, and any required presentations, on-site visits, or oral interviews. Failure to respond to each of the requirements as directed in the RFP may be the basis for rejecting a response.
Elaborate Proposals (e.g., expensive artwork, marketing materials) beyond that sufficient to present a complete and effective Proposal are not necessary or desired.
2.2 RFP_INCURRING COSTS
The State shall not be responsible for any costs incurred by Proposer to prepare its Proposal, conduct its due diligence or negotiate any agreements whether or not finally awarded. Such Proposal and business development costs shall not be included in the cost basis of services to be provided to the State.
2.3 RFP_COMPLETE RESPONSES
Proposal responses to each of the requests for information and requirements in the numbered sections shall be in the same sequence and numbered as the RFP. Responses must be concise yet complete. Do not simply restate the Requirement verbatim as the response to a Requirement. If the RFP calls for a process description, include a process map as well as the frequency at which that map will be updated. Proposer shall not direct the reader to a website (or any other sources outside of the submitted Proposal) as part of its response to the requirement or question.
2.4 RFP_SUBMITTING THE PROPOSAL
Proposers have two options in responding to this RFP.
2.4.1 RFP_WISCONSIN eSUPPLIER PORTAL SUBMITTAL (PREFERRED)
Respond as directed herein and in the pages presented in the Wisconsin eSupplier Portal for this event. The State has developed questions that you will be prompted with online to guide your electronic response to the RFP. If you respond electronically, you do not need to submit a mailed copy of any materials unless you are directed to do so elsewhere in the RFP document.
Please note, Proposers must click "Submit" in the Wisconsin eSupplier Portal to have their Proposal received. Only clicking "Save" does not submit the Proposal response; therefore, it shall not be received or reviewed.
2.4.2 RFP_HARD COPY PROPOSAL SUBMITTAL
There is no option for submitting a hard copy of this proposal.
2.4.3 RFP PROPOSAL SUBMISSION
An emailed Proposal SHALL be received by the DNR Purchasing Office prior to the Proposal opening due date and time, at the place shown on the Request for Proposal.
Proposal responses shall be emailed to Konrad.plachetta@wisconsin.gov. Submitting a Proposal to any email address other than does not constitute receipt of a Proposal by DNR.
It is the Proposer's responsibility to verify that the emailed Proposal has been timely received and delivered to the Procuring Agency by the Proposal opening date and time. The Procuring Agency is not responsible for late receipt of a Proposal, regardless of the reason for the delay. Proof of transmission doesn't constitute proof of receipt.
Emailed Proposals that do not meet this requirement will be rejected.
2.4.4 RFP_COST PROPOSAL
Electronic Cost Proposals shall be submitted in accordance with the online instruction in the Wisconsin eSupplier Portal.
The Cost Proposal shall be submitted as a separate part of the Proposal. No mention of the Cost Proposal is permissible in the response to any other section of the RFP.
2.5 RFP_PROPOSAL ORGANIZATION AND FORMAT
Proposers responding to this RFP outside of the Wisconsin eSupplier Portal shall comply with the following format requirements:
Signed Request for Proposal Sheet: Include the signed, required form (DOA-3832) with the Proposal and those certifications required for submittal of a Proposal. Proposals submitted in response to this RFP shall be signed by the person in the vendor's organization who is responsible for the decision as to the prices being offered in the Proposal or by a person who has been authorized in writing to act as agent for the person responsible for the decision on prices. DO NOT COPY AND RETURN THE ENTIRE PROPOSAL DOCUMENT.
Sample Concessionaire Agreement: These Terms and Conditions shall govern this Proposal and subsequent award. Vendors shall accept these Terms and Conditions or submit point-by-point exceptions along with proposed alternate or additional language for each point. Submission of any standard vendor Contracts as a substitute for language in the Terms and Conditions is not a sufficient response to this requirement and may result in rejection of the vendor's proposal. The State reserves the right to negotiate contractual Terms and Conditions other than those in the State of Wisconsin Contract when it is in the best interest of the State to do so.
Additional Information: Include all additional information that shall be essential to an understanding of the Proposal. This might include diagrams, excerpts from manuals, or other explanatory documentation that would clarify and/or substantiate the Proposal document.
Use the following format when filling out your proposal
Cost Information: the Concessionaire agrees to pay a percentage of the gross annual revenues collected from this concession to the Department. The percentage of the gross annual revenue is to be proposed by the concessionaire as part of their proposal. The proposed percentage must be included on the Price Sheet.
Any alteration of the Proposal forms or Appendices is prohibited and will result in rejection of the Proposal.
2.6 RFP_PRESENTATIONS; DEMONSTRATIONS
Top scoring Proposer(s) based on an evaluation of the written Proposal may be required to participate in a presentation and/or Demonstration to support and clarify Proposal(s), if requested by the State. The presentations and/or Demonstrations will be scheduled and held after receipt of the Proposals to provide an opportunity for the Proposer to clarify its Proposal and for the evaluation committee to ask questions. Proposer representative(s) attending the oral presentation or demonstration shall be technically qualified to respond to questions related to the Proposal and its components. The State will furnish specific details concerning the presentations or demonstrations and any required materials at the time it notifies Proposers of the presentation schedule.
The State shall make every reasonable attempt to schedule each presentation at a time and location agreeable to the Proposer. The State requires that those individuals designated by the Proposer as Key Personnel attend the presentation in person. Failure of a Proposer to interview or permit a site visit on the date scheduled may result in rejection of its Proposal.
2.7 RFP_MULTIPLE PROPOSALS
Multiple Proposals from a Proposer will be permissible; however, each Proposal must conform fully to the requirements for proposal submission. Each such Proposal must be submitted separately and clearly labeled as Proposal #1, Proposal #2, etc. on each page included in the response.
2.8 RFP_WITHDRAWL OF PROPOSALS
The Proposal shall be irrevocable until Contract award unless the Proposal is withdrawn. A Proposer may withdraw a Proposal in writing at any time up to the Proposal closing date and time or upon expiration of 180 days after the due date and time if received by the Procurement Manager. To accomplish this, the written request must be signed by an authorized representative of the Proposer and submitted to the Procurement Manager. If a previously submitted Proposal is withdrawn before the Proposal due date and time, the Proposer may submit another Proposal at any time up to the Proposal closing date and time.
2.9 RFP_LATE PROPOSALS
Any responses received after the hour specified in Section 1.10 shall not be reviewed.
3 RFP_PROPOSAL SELECTION AND AWARD PROCESS
This section explains how proposals will be accepted, evaluated, and how the State will engage in negotiations if it opts to do so.
3.1 RFP_PRELIMINARY EVALUATION
All Proposals will be reviewed initially to determine if Proposal submission requirements are met (see RFP Section 2, Preparing and Submitting a Proposal). Failure to meet a Proposal submission requirement may result in the rejection of the Proposal.
In the event there is an individual mandatory requirement that no Proposer is able to meet, the State reserves the right to eliminate that individual mandatory requirement; in such case, the State shall continue the evaluation of Proposals and select the Proposal that most closely meets the remaining requirements specified in the RFP.
3.2 RFP_EVALUATION COMMITTEE
An evaluation committee for this RFP shall consist of individuals who, in the State's sole judgment, possess specific knowledge and skills essential to the RFP evaluation. The evaluation committee participates fully in the evaluation process, including reviewing and scoring Proposals. Subject Matter Experts (SMEs) may be used to provide additional expertise (e.g. technical and functional subject matter expertise, administrative and procurement knowledge) to the evaluation committee. SMEs are non-scoring individuals or ad/hoc group that serves only as technical advisors to the evaluation committee.
3.3 RFP_ACCEPTED PROPOSALS
An evaluation committee will evaluate and score all accepted Proposals against predetermined criteria. A uniform selection process, as outlined in this section, will be used to evaluate all Proposals using a point system. Proposers are advised that responses to requirements should clearly and completely describe how its services and products will meet those requirements. Failure to demonstrate in the Proposal response that the Proposer can meet the requirements stated may cause the rejection of the Proposal.
The committee may review references, request presentations and demonstrations, and use those results in scoring the Proposals. Evaluation and selection of the Contractor, as well as any subsequent negotiations, will be based on the information submitted in the Proposals, references, requested presentations, and product and service demonstrations.
The State reserves the right to obtain additional information concerning any Proposer or Subcontractor associated with or named in the response to this RFP and to consider this information in evaluating the Proposer's Proposal.
3.4 RFP_EVALUATION CRITERIA
Accepted Proposals shall be reviewed by the evaluation committee and scored against the stated criteria. Proposers shall not contact any member of an evaluation committee. Evaluation points given by each evaluator shall be summed and divided by the number of evaluators to compute an average score for each Proposal.
Proposals will be scored in the following areas.
The points stated above are the maximum amount awarded for each category.
The results of oral presentations or demonstrations (if required) shall be used to clarify and substantiate information in the written Proposals and may be considered when scoring the responses to the general and technical requirements in the RFP. Reference checks will be used to substantiate information in the written proposals. The reference check results may be considered when scoring the responses to the general and technical requirements in the RFP.
General, Technical, and Cost Score Total The final average points received from a Proposal's General Requirements and Technical Requirements will be subtotaled and added to the final Cost Proposal score. In the event of a best and final, only those Proposers in the best and final process will be included in the calculation.
The final total score (General, Technical, and Cost) may be weighted per RFP Section 3.5.
3.5 RFP_SUPPLIER DIVERSITY
Proposals from certified Minority Business Enterprises (MBE) or Disabled Veteran-owned Businesses (DVB) may have points weighted by a factor of 1.00 to 1.05 to provide up to a five percent (5%) preference to these businesses (s. 16.75 (3m), Wis. Stats., 2001-02).
3.5.1 RFP_MINORITY-OWNED BUSINESS ENTERPRISE

3.5.2 RFP_VETERAN-OWNED BUSINESS
The State Bureau of Procurement encourages the participation of veteran-owned businesses (VBs) in the statewide purchasing program by inviting VBs to actively solicit public purchasing business and by reducing undue impediments to such participation. VBs are certified by the Department of Veterans Affairs (DVA). Applicants shall complete a Veteran-owned Business Request for Certification form (WDVA 1037). Contact the DVA at: . 3.5.3 RFP_DISABLED VETERAN-OWNED BUSINESS
Disabled veteran-owned businesses (DVBs) are certified by the Wisconsin Department of Administration. This program can be found at: .
The Supplier/Contractor shall furnish appropriate quarterly information about its efforts, including the identities of such businesses certified by the Supplier Diversity Program and their Contract amount.

3.5.4 RFP_WOMAN-OWNED BUSINESS ENTERPRISE
Woman-owned business enterprises (WBEs) are certified by the Wisconsin Department of Administration. This program can be found at: .
State certified WBEs are able to provide both governmental entities and private companies with a credible recognition of the business' ownership. The WBE certification may serve as an additional marketing tool when seeking contract opportunities with entities that place a value on having a diverse supplier base. There is no price preference for certified WBEs that compete for State Contracts.

3.6 RFP_RIGHT TO REJECT PROPOSALS
The State reserves the right to reject any and all proposals.
3.7 RFP_AWARD AND FINAL OFFERS
The State shall compile the final scores for each responsive Proposal. Multiple awards will be granted in one of two ways. The awards may be granted to the highest scoring responsive and responsible Proposer(s).
Alternatively, the highest scoring Proposer(s) may be requested to submit best and final offers (BAFO). If a BAFO is requested by the State and submitted by Proposer(s), they shall be evaluated against the stated criteria, scored and ranked by the evaluation committee. Multiple awards then may be granted to the highest scoring Proposer(s). However, Proposers shall not expect that the State shall request a best and final offer.
3.8 RFP_CONTRACT NEGOTIATION
The State intends to enter into Contract negotiations with the Proposer(s) who has been determined by the evaluation committee to be the highest scoring Proposer(s), calculated as outlined in Section 3. The State may negotiate the terms of the Contract, including the price, with the highest scoring Proposer(s) prior to entering into a Contract. If the Contract negotiations cannot be concluded successfully with the highest scoring Proposer(s), the State may negotiate a Contract with the next highest scoring Proposer.
The contractual terms and conditions in State Terms and Conditions, of the RFP are part of the Contract between a Contractor and the State. These terms and conditions are not all-inclusive, and the State reserves the right to incorporate additional provisions in the Contract.
3.9 RFP_CONTRACT NEGOTIATIONS IMPASSE
If a Contract between the State and the successful Proposer cannot be executed by both parties within sixty (60) Days after the notice of intent to award the Contract (or the conclusion of an appeal of the award under Ch. ADMIN 10, Wis. Adm. Code, whichever is later), the State reserves the right to unilaterally reject the Proposer's Proposal and proceed to award the Contract to the next highest scoring Proposer.
3.10 RFP_NOTIFICATION OF AWARD
Any Proposer who responds with a Proposal shall be notified in writing of the State's intent to award the contract(s) resulting from the RFP.
After the Award is issued, copies of all Proposals shall be available for public inspection from 8:00 a.m. to 4:00 p.m. at Department of Natural Resources, 101 S. Webster St., Madison, WI 53707, under the supervision of WDNR staff. Proposers shall schedule a specific appointment with Konrad Plachetta via e-mail (Konrad.plachetta@wisconsin.gov) to ensure that space is available for the review.
3.11 RFP_PROPOSAL OPENING
A public Proposal opening will be held on May 29, 2026 at 3:00 PM through a Teams telephone call. The names of all Proposers may be read aloud at that time. Below is information on how to attend the RFP opening.

4 RFP_MANDATORY PROPOSAL REQUIREMENTS
This section is not scored. The following requirements are mandatory and the Proposer shall satisfy them at no additional cost to the State.
Failure of a Proposer to meet the mandatory requirements shall result in rejection of the Proposer's Proposal. In the event there is an individual mandatory requirement that no Proposer is able to meet, the State reserves the right to eliminate that individual mandatory requirement; in such case, the State shall continue the evaluation of Proposals and select the Proposal that most closely meets the remaining requirements specified in the RFP.
4.1 RFP_PROPOSER REFERENCES
Using the required form, DOA-3832, Proposers shall provide a minimum of three (3) references for organizations similar in size and scope to the State with whom your company has provided similar projects within the last five (5) years. Proposers are required to include government customers with similar service scope, size, and complexity. NOTE: Some proposers may plan on providing the services using a sub-contractor. This is acceptable. To meet the requirement of this mandatory condition the Proposer must include references for both the proposing organization and the sub-contractor so that both entities may be evaluated.
The Evaluation Committee will determine which, if any, references are contacted. The results of any reference checks may be used when scoring the proposal. The State will use reference information to validate information provided in response to the RFP; therefore, the relevancy of the experience, compatibility of the experience to this RFP, and the performance record of the experience is essential. The State reserves the right to verify all submissions and perform further background checks of experience and performance. The State or Evaluation Committee may contact one or more references that have been provided by the Proposer or other sources that may not have been named by the Proposer, but can assist in determining performance.
5 RFP_ ORGANIZATIONAL CAPABILITIES AND STAFF QUALIFICATIONS (300 POINTS)
This Section is scored. The State requires the Contractor to have the proven ability to deliver the types of services sought in this RFP. The purpose of this section is to provide the State with a basis for determining a Proposer's capability to undertake this project.
Responses that merely restate the requirement or only indicate an acknowledgement of understanding and a willingness to comply will be considered unresponsive.
5.1.1. Company History Submitter shall currently be in the business of concessions or food services or experience as a retail vendor. It is acceptable to provide a proposal where the sub-contractor for the proposer has the experience. Provide name and address of operating company and a brief history showing the experience relevant to this project.
5. 1.2. Organizational Plan Provide an organizational description to include all full-time and hourly positions you would use for this contract.
5.1.3 Describe how you would recruit and hire current staff to your team. Include in your description any limitations that would impact your ability to hire current qualified and interested employees if awarded this contract.
5.1.4. Staff Training Describe all training provided for your staff, including but not limited to customer service, safe alcohol service, etc.
5.1.5. Uniforms Describe the mandatory uniform of all employees, and any implemented programs to support employees if uniforms are purchased.
5.1.6. Accounting Provide information on your accounting software used for financial record keeping and reporting. Provide samples reports showing gross sales, tax paid, commission paid, event information recaps, daily and monthly statements, etc.
6.1 RFP Proposal for Type of Concession Operation (300 Points)
The concession may include stores selling recreational supplies and equipment, food, soft drinks, confections, merchandise and clothing, and such other supplies and services as are ordinarily in demand by tourists, park campers and visitors.
Please address specific details on the following points:
What type of supplies/merchandise do you intend to sell?
What type of food services do you intend to provide?
What is the estimated pricing structure for the items and services you intend to sell?
Describe concepts that would enhance the customer experience while maximizing Gross Revenues (Special offers, technology, packaging, deliveries, etc.). and overall quality (informal surveys, professional surveys, etc.). Describe how you measure customer satisfaction for services, menus, etc. Do you intend to install vending machines.
During what period of the year do you intend to operate?
What are your proposed hours of operation?
How many years do you want the initial period of the concessionaire Agreement to be? The minimum is one year and the maximum is 15 years. Renewal options are available.
What will be the name of the concession facility?
The concessionaire is free to use the equipment and furniture below for the concession facility. It will remain the property of the Department so it may not be removed from the park. (See pictures attached to this RFP for additional details.) If you do not wish to use some or all of the equipment below the DNR will remove it from the building.

6.2 Transition Plan: (150 Points)
Describe your transition Plan. Please describe your transition plan to get fully staffed and ready for business if you should be awarded the Contract. Equipment purchases, merchandise purchases. Complying with local ordinances and laws. How long will it take to prepare for operations and when is the estimated date of opening?
7.1 RFP_COST WORKSHEETS (250 Points)
Completion of the Cost Proposal is mandatory. The Department is asking for the proposer to provide their proposed percentage term of annual gross sales.
Further instructions for entering cost data are included in the worksheets. It is the sole responsibility of the Proposer to ensure that all mathematical calculations are correct and that the total cost worksheet proved accurately reflects costs.
