Summary

The purpose of this Request for Proposal (RFP) is to select a qualified consultant to provide comprehensive services—including planning, legal editing, and related expertise—to assist the City in reviewing, restructuring, and rewriting Hollywood’s Zoning and Land Development Regulations (ZLDRs) (weblink: City of Hollywood FL Zoning Code Ordinance | Gridics) , as well as portions of the Code of Ordinances (weblink: CITY OF HOLLYWOOD, FLORIDA CODE OF ORDINANCES ) related to the development and use of private and public land.

A key objective is to ensure that the updated regulations align with the development goals of the Hollywood 2050 Comprehensive Plan, as well as the design principles outlined in the City’s Urban Design Guidelines. The current structure of the ZLDRs and Code of Ordinances is outdated, non-conforming with Florida Statutes in many areas, and inconsistent with City and County policies and Interlocal Agreements. Additionally, the existing code lacks coherence and is difficult to administer.

The selected consultant or consulting team will be responsible for thoroughly reviewing the ZLDRs, Code of Ordinances, and relevant legislation and documents to produce revised zoning regulations that integrate consistent language, structure, and format—enhancing accessibility for residents, visitors, and investors alike.

Adequate design and branding expertise to deliver well-designed, clearly formatted, and visually coherent documents that support long-term implementation, usability, and public communication. This includes developing a visual identity and branded layout that enhances understanding and reinforces the professional quality and consistency of the City’s planning materials.

Background

Hollywood is a city located in Broward County, Florida, United States. It is situated on the Atlantic coast between Fort Lauderdale to the north and Miami to the south, making it a part of the larger megalopolis area of Southeast Florida. The city covers an area of approximately 30 square miles (78 square kilometers), including land and water.

Hollywood has experienced steady population growth over the years. According to the United States Census Bureau, the estimated population of Hollywood in 2020 was around 155,000 people. Since the year 2000, the population has grown by approximately 13%. As a built-out, coastal city located in the highly urbanized region of Southeast Florida, there has been ongoing development and redevelopment primarily in the form of residential intensification.

The city is focused on improving transportation infrastructure, including public transit, non-vehicular mobility, and walkability, to accommodate the growing population. At the same time, it is promoting sustainable urban development by proactively addressing sea level rise and flooding through coordinated efforts outlined in the Hollywood 2050 Comprehensive Plan and the Stormwater Master Plan.
