The Defense Health Agency (DHA) intends to make a sole-source award to D-Scope Systems for the continued support, maintenance, and sustainment of the D-Scope VIA (Video Image Archive) medical imaging platform. This platform is the established and mission-critical system for endoscopic imaging capture, storage, and collaboration currently operational at JBSA-Lackland and Brooke Army Medical Center (BAMC). Approval is requested to award a contract to D-Scope Systems without full and open competition, as they are the only vendor capable of meeting the government's requirements.
JBSA-Lackland and BAMC currently operate an extensive and deeply integrated D-Scope VIA environment, which consists of three (3) enterprise servers and sixteen (16) mobile endoscopy carts. This system is not a peripheral device; it is a core component of our medical treatment facilities' diagnostic and surgical workflow, integral to patient care and medical record-keeping. The D-Scope VIA platform is used daily for capturing, storing, and sharing critical patient endoscopic media, directly impacting clinical decision-making and patient outcomes.
Responsible sources may submit a capability statement , which shall be considered by DHA. Any responses to this notice must be submitted by the date provided in general information. Capabality statemnts may be provided via email to Mr. Corey A. Black, Contracting Officer, corey.a.black.civ@health.mil and Mr. Jorge M.
