RFP 0724-26 Comprehensive School Intervention and Improvement Services
The City School District of Albany, hereinafter known as the District, will receive
proposals at the Central Administration Offices, Purchasing Department, 1
Academy Park, Albany, New York, 12207 until 2:00 PM on July 24th, 2026. The
envelopes containing the proposals must be sealed, and addressed to:

Envelopes containing the proposals should be clearly marked “RFP 0724-26
Comprehensive School Intervention and Improvement Services”.
The District has the right to accept or reject any and all proposals or parts thereof
as it deems to be in its best interest.

GENERAL INFORMATION / CONDITIONS
Statement of Purpose
The City School District of Albany seeks proposals from qualified colleges,
universities, educational organizations, and school improvement partners to
provide Comprehensive School Intervention and Improvement Services for
Giffen Elementary School, which has been identified for Superintendent
Receivership status. The District seeks a partner with demonstrated success in
supporting school turnaround efforts through evidence-based practices that
improve student achievement, strengthen instructional systems, build
leadership capacity, promote positive school culture and climate, increase
family engagement, and establish sustainable systems of continuous
improvement. Services shall align with the school's Comprehensive Education
Plan (CEP), Receivership goals, and district priorities, with emphasis on
measurable student outcomes and long-term organizational capacity
building.
Proposals must follow the outline set forth in this document. Please submit
one original and two (2) copies of the completed qualifications and other
requirements of the RFP, by hand delivery, regular mail, or courier to the
address listed on the cover page. The District must receive the proposal by
the date indicated in the timeline below.
General Information
The City School District of Albany operates twelve elementary schools, 5
secondary schools, and a K-12 Newcomer Program. The student population is
approximately 9,300, with a total staff of approximately 2100. In addition to
neighborhood schools, the District includes several magnet schools and
programs, as well as other innovative academic opportunities for students.
Student demographics and equity commitments are incorporated into school
improvement planning.
SCOPE OF SERVICES
The organization selected will provide:
The District is soliciting organizations interested in coordinating and providing
services for the Comprehensive School Intervention and Improvement

Services at Giffen Elementary School beginning in the 2026-27 school year.
Program coordination and activities to begin September 1, 2026 - June 30,
2027
Professional services of the selected organization must have the
organizational capacity to effectively deliver Comprehensive School
Intervention and Improvement Services directly to teachers and students that
embody research-based principles to assist a school in receivership for:
Job-embedded instructional coaching aligned to district curriculum
and instructional priorities
MTSS implementation and intervention systems
PBIS and behavioral systems
RTI intervention strategies
Leadership development
Social-emotional and mental health supports
Community Schools and family engagement
Equity-focused supports addressing identified student subgroup needs
Data-driven continuous improvement systems and progress
monitoring

Minority and Women owned Business Enterprises certified in New York State
are encouraged to submit proposals.
The District may also award additional work beyond this scope and project
based upon responses to this Request for Proposals.
Please note the Fingerprinting Requirements that will need to be met prior to
any selected award Board Approval. Information and Instructions will be
provided at the time of award: Applicable Education Law and Commissioner
of Education Regulations requires that employees of contracted services,
including consultants, are required to have any and all employees or staff who
will come into contact with students complete a required Criminal History
Record Check as administered by the New York State Education Department.
This applies to all consultants who will come into contact with students
(under the age of 21) for at least five (5) school days in any given school year
and whom are not volunteering their services. This requirement must be
completed prior to the commencement of services, and any costs associated
with such requirement will be borne by the Consultant. The District’s Human
Resources Department will coordinate this process.
