The Town of Charlestown is seeking qualified Professional Planning Consultants to provide project management and leadership for completing tasks associated with specific updates of its Comprehensive Plan.

General Requirements
1. The prospective Consultant is urged to attend the pre-bid meeting via zoom on Monday, January, 22, 2024, @ 10:00 AM, to ascertain the Town's vision and gather information for the proposal.

2. The prospective Consultant is urged to contact the Town Administrator with any questions regarding this proposal. Questions will be answered and compiled for all interested consultants to review, prior to submitting price quotes.
3. The Town of Charlestown reserves the right to negotiate the final terms of all contracts with successful bidders.
4. If a contract is awarded, the successful bidder will be required to indemnify and hold the Town of Charlestown harmless from and against all liability and expenses, including attorney's fees, howsoever arising or incurred, alleging damage to property or injury to, or death of, any person, arising out of or attributable to the bidder's performance of the contract awarded.
5. Successful bidder must be able to provide all drawings, specifications, data, and notes to satisfy all Town RFP requirements.
Term
1. The draft plan element deliverables will need to be completed by December 31, 2024. Special Conditions
1. Computer software and hardware
a. All necessary computer software and hardware to perform the tasks will be furnished by the consultant at no cost to the Town of Charlestown.
Proposals
1. Proposals shall include:
a. Coversheet with consultant's name, address, phone, email and contact information.
b. Hourly rates and resumes for project manager and senior planner.
c. Proposed plan and cost proposal for implementing the tasks identified in the Scope of Work within ten months.
d. Two references for related assignments that you've completed for Towns in Maryland, and if not in Maryland, within the Mid-Atlantic Region, and within the past five years.
2. The Town of Charlestown is exempt from sales tax and no such tax will be included in the bid price. A tax-exempt certificate will be provided upon request.
3. Proposals will be exempt from disclosure until the evaluation and selection process has been completed.
