1. INTRODUCTION
The City of Collinsville, Illinois is soliciting an experienced planning firm to create a new, 20 year Comprehensive Plan. Collinsville has seen substantial economic growth since the last adopted Comprehensive Plan, 2006. The City is finding that this plan is quickly becoming dated and does not accurately reflect planning trends, economic trends in the community, or the residents' needs.
While the City has undergone multiple smaller-scale planning exercises (St. Louis Corridor Great Street's Plan, Parks Master Plan, Sustainability Plan, etc.), the City is seeking a qualified planning firm to help bring all of these recent efforts together with resident input to help guide the City's decisions and overall direction of the community.
2. BACKGROUND
The City of Collinsville is a "Home Rule Unit", Council-Manager form of government. The Council consists of four elected officials and one elected mayor, all elected at-large. The City was originally settled shortly in the early 1800s and subsequently incorporated as a village in 1856 and as a City in 1872. The 2020 Census indicated the City of Collinsville had a downturn in population from the 2010 Census count, dropping by 1,213 from the 2010 Census count of 25,579 to a 2020 Census count of 24,366. While the State itself saw a downturn in population, the City's building permit data, coupled with recent multifamily residential developments, leads the City to believe this number is still eclipsing 25,000. The City continues to make residential development, infill, and reinvestment in its neighborhoods a priority, as can be noted through many initiatives including the City's Residential Revitalization Grant Program, Property Maintenance Program, and Residential Occupancy Program.
Aside from residential growth, the City is also poised for an economic upturn as areas west of the bluff are experiencing renewed interest, post-pandemic. Warehousing, distribution, and other light-industrial type users are showing interest in the northwest quadrant of Collinsville around Horseshoe Lake Road, while retail and service-oriented businesses continue to prioritize the main corridors through the community, including Bluff and Beltline. The City is positioned to be a regional retail destination, due to the crossroads of three major interstates, I-255, I-55, and I-70. The proximity of these major interstates and the City's proximity to St. Louis (approximately 25 minutes to the Arch) makes Collinsville a desirable location for a variety of industries; however, other neighboring communities have similar assets and Collinsville seeks to stand out from competitor locations.
While Collinsville is considered one of the regional retail destinations and an easy stop for interstate travelers, the geography of the area lends itself well to a community with a "tale of two" populations. While the commercial areas along the west side of the Community continue to be a major draw to residents of nearby communities and Interstate travelers. Up the bluff, visitors and residents find a more hometown feel. The City supports multiple major retailers and restaurants which find two different target populations. The Wal-Mart off of I-55/I-70 west of the bluff proves to be a popular regional destination (along with Home Depot and the myriad of other retailers/restaurants in the area), while the City's Wal-Mart Neighborhood Market serves a more local clientele, being located off Belt Line Road, east of the bluff. The City's Uptown area (so-named due to its geographic location on top of the bluff) also finds a myriad of local retailers and eateries feeding into a more historic main street, hometown feel.
3. SCOPE

5. SELECTION PROCESS
A committee of Council Members, Planning Commissioners, and City staff shall review all submittals. The committee will select the entity that is deemed to be in the City's best interest. In making its selection, the City may consider the ability of the Planning Firm to deliver reasonable outcomes as demonstrated through past or ongoing projects, as well as any additional information not requested in this RFQ or not included in the Proposals received.
The RFQ process is non-binding, does not imply a commitment to move forward with the project and is subject to the rules and codified ordinances of the City of Collinsville and State of Illinois. The City reserves the right to reject all submittals and to cancel at any time. The City shall have no liability to any proposer arising out of such cancellation or rejection.
6. SUBMITTAL REQUIREMENTS
Responses must include the following information:
Any team which desires to present its proposal to the City of Collinsville Community Development Department shall provide proposals to the Community Development Director via digital submittal (PDF Preferred) no later than, Monday, March 25, 2024 @ 4:00 PM CST. Late submittals will not be accepted.
7. RESERVATION OF RIGHTS
The City reserves the right to reject all respondent teams, decline to proceed with selection of any candidates, to request additional qualifications, and to make inquiries as may be necessary to verify qualifications.
Nothing in this document shall require the City to proceed with property sale / lease.
8. ADDITIONAL INSTRUCTIONS, NOTIFICATIONS, and INFORMATION
The City reserves the sole right to (1) evaluate the qualifications submitted; (2) waive any irregularities therein; (3) reject any or all Respondents submitting qualifications, should it be deemed in the City's best interest to do so.
