Comprehensive Plan

The City of Cambridge, Maryland (City) is issuing this Request for Proposals (RFP) to provide comprehensive planning services for the City. The intent of these services is to write and adopt a collaborative “place-based” Comprehensive Plan based on the tenants of the new urbanism. The document must meet the requirements of the State of Maryland, the long-range planning needs of the City, and be presented in such a manner that any citizen, regardless of their background or upbringing will grasp its meaning.

Any response to this proposal shall include the total cost associated with creating the Comprehensive Plan as well as the qualifications that each team possesses.

THE RFP IS OPEN UNTIL: JANUARY 07, 202 5 AT 3:00 PM EASTERN STANDARD TIME (EST.) DUE TO IMCLEMENT WEATHER AND OFFICES CLOSING ON JANUARY 6, THE DEADLINE FOR RECEIPT HAS BEEN EXTENDED TO JANUARY 9, 2025 TO ALLOW FOR THE PROPER DELIVERY OF ANY SUBMISSIONS ALREADY IN TRANSIT.

The Land Use Article of the Annotated Code of Maryland states that once a Planning Commission is legislatively created, it has the function and duty to prepare a comprehensive plan for its jurisdiction, and to present this plan to the local legislative or governing body for its consideration and adoption.

The comprehensive plan must serve as a guide to public and private actions and decisions to ensure the development of public and private property in appropriate relationships. Each jurisdiction must review and, if necessary, update its comprehensive plan every ten years.
