A1. Notice to Bidders
Cumberland County Schools (CCS) is seeking proposals for a comprehensive MTSS digital platform that
empowers district and school-based staff to drive student success. The selected solution will centralize
academic, attendance, and behavioral data into a single, actionable interface, streamlining the identification
and monitoring of student needs. Beyond data synthesis, the platform must deliver research-based
instructional solutions, robust intervention documentation, and integrated family communication tools. By
bridging real-time analytics with practical classroom resources, this partnership aims to foster a holistic
support system that significantly improves academic, attendance, and behavioral outcomes for all students
across the district. Interested bidders are invited to submit a written proposal.

Dear Vendor:
Cumberland County Schools invites you to submit your proposal to provide our district with a highly
effective, comprehensive MTSS digital platform that centralizes academic, attendance, and behavioral data.
The system must provide real-time analytics alongside actionable instructional resources, intervention
documentation, and family communication tools.
The selected vendor will provide high-quality in-person and on-demand professional development to ensure
long-term sustainability across the district. Success in similar large-scale environments and seamless
integration with CCS’s existing Student Information System (SIS) and mandated assessments are required.
Training, professional development, and ongoing staff support will be implemented in the 2026-2027 school
year. Preference will be given to proposals meeting the RFP specifications and offering single-year
contracts with the option to renew.
It is the purpose of this Request for Proposal (RFP) to:
Identify and select a company(s) to provide a comprehensive MTSS digital platform for Cumberland
County Schools that will support district and school-based staff and ultimately increase positive
student outcomes in the following areas: academics, attendance, and behavior.
Proposals submitted shall be evaluated by a committee that includes district executive and superintendent
leadership, district and school-based administrators, teachers, and community members. Complete
information can be found in the Request For Proposal. The timeline for this RFP is as follows:
● March 30, 2026: RFP post date.
● April 6, 2026, at 12:00 pm: All written questions should be emailed to
lavettebraswell@ccs.k12.nc.us.
● April 7, 2026: District responses to questions will be made available in the form of an
addendum.
● April 21, 2026, by 2:00 pm: All proposals must be received.
● June 10, 2026: Notice of award (tentative)

I. Invitation to Submit Proposal
Cumberland County Schools district requests the submission of a project with cost proposals from all
interested parties. Colleges/universities are encouraged to participate as well. Submission must be by
hardcopy only. Proposals shall be submitted as a “sealed bid.” You must provide eight (8) copies of your
proposal and mail the proposal packet to 2491 Gillespie Street, Fayetteville, NC 28306, or hand deliver it
to Susan Riddle at 2491 Gillespie Street, Fayetteville, NC 28306.
Proposals will be accepted from companies that will provide a highly-effective web-based program design,
providing a comprehensive system to implement the MTSS framework in a streamlined and user-friendly
manner. Submitted proposals shall be evaluated by a committee that includes district and school-based
leaders and teachers. Complete information can be found in the Request For Proposal.
Bid Questions: Upon review of the RFP document, bidders may have questions to clarify or interpret the
RFP to submit the best proposal possible. To accommodate the question process, bidders shall submit any
such questions in writing only to Dr. Lavette Braswell - lavettebraswell@ccs.k12.nc.us - by April 6, 2026, at
12:00 pm. ET.
Mailing Instructions: Submit eight (8) fully-executed bid documents in a sealed envelope, marked with the
CCS bid number on the outside of the envelope, by the instructions below. If a bidder is submitting more
than one bid, each bid shall be submitted in separate sealed envelopes and marked accordingly. For delivery
purposes, the bidder is asked to please include separate sealed bids in the same outer package.

OF YOUR BID.

II. Bid Opening
Sealed bids are due by the date and time stated on page 1, at which time the bids shall be opened, and the
names of the bidders read aloud. A bid tabulation will be provided to all bidders after the bids have been
evaluated.

III. Introduction
District Background:
With nearly 50,000 students, Cumberland County Schools is the 5th largest school district in NC with 86
schools - 50 elementary, 17 middle, 17 high, and 2 virtual schools. The district is the 2nd largest employer in
Cumberland County, surpassed only by the military, with over 6,000 full-time employees.
Reflecting its proximity to Fort Bragg, over 25% of the student population is militarily connected, a critical
demographic priority for the district. The student body is exceptionally diverse, speaking more than 82
native languages and representing the following approximate racial/ethnic breakdown: 45.5% Black, 26.2%
White, 15.3% Hispanic, 9.0% Two or More Races, 2.0% Asian, 1.4% Native American, and 0.5%
Hawaiian/Pacific Islander.
Through CCS’s Strategic Plan, we are committed to ensuring a safe, positive, and rigorous learning
environment to prepare lifelong learners to reach their maximum potential. It is important for our district to
create, develop, and implement a streamlined MTSS framework that meets the needs of all students through
the use of a dynamic digital platform that saves time for educators and increases student outcomes.
IV. Purpose
The objective of this Request for Proposal (RFP) is to select a qualified vendor to provide a comprehensive,
web-based MTSS digital platform. This solution must empower Cumberland County Schools to improve
student outcomes in academics, attendance, and behavior through data-driven intervention tools and
tailored instructional support for all students.
V. Project Expectations
The selected web-based platform must allow for the assignment of tailored educational support methods
that address the unique requirements of every student. It should equip staff with interactive resources for
intervention that facilitate multiple levels of assistance, specific guidance, and focused teaching. This
program will underpin a comprehensive multi-tiered framework designed to support the entire
development of the child, aiming for beneficial and lasting student results.
Data Integration
The platform must serve as an authoritative source by aggregating data from various district systems.
● SIS integration: Seamless nightly sync with Infinite Campus for rostering, demographics,
attendance, and behavior incidents.
● Assessment Ingestion: Support automated nightly data ingestion with major assessment partners.
● Historical Data: House unlimited years of historical data to track student progress longitudinally.
● Automated Data Export: Support automated nightly SFTP exports of all platforms to a shared folder
for district IT use with external platforms.
Student Data And Intervention Planning & Management
The platform must automate the identification of students requiring support to ensure student needs are
met and timeliness.
