Comprehensive Energy Management

The Town of Agawam (Awarding Authority) issues this Request for Qualifications (RFQ), pursuant to 225 CRM 19.00, from qualified energy management service companies (ESCOs) interested in implementing a comprehensive, performance-based, Energy Conservation Project (Project) with guaranteed energy savings at its buildings and facilities. The Awarding Authority intends to select and enter into an Energy Management Services Contract with the most highly qualified provider per the evaluation criteria herein.

All respondents shall be certified by the Division of Capital Asset Management (DCAM) as eligible to provide Energy Management Services and not debarred from bidding under G.L. c. 149, Sec. 44C or any other applicable law. In addition to the other information requested herein, all responses must be accompanied by (1) a copy of a certificate of eligibility issued by the Commissioner of DCAM, and (2) by a DCAM Update Statement.
