Request for Proposal (RFP)
Client: Mountain Home Area Chamber of Commerce/ North Central Arkansas Economic Alliance
Introduction
The Mountain Home Area Chamber of Commerce and the North Central Arkansas Economic Alliance invite qualified agencies or consultants to submit proposals for clarifying and refining the positioning, branding, and messaging strategy of our local Chamber of Commerce and Economic Development Organization (EDO). The goal is to maximize the impact of both organizations, enhance community engagement, and drive measurable economic results.
Scope of Work
The selected firm will need to provide comprehensive brand strategy and messaging services that build off and align with our existing Mountain Home strategy. Services needed include, but are not limited to:
Phase 1: Workshop & Intake
• Facilitate stakeholder workshops and intake sessions
• Conduct interviews with key stakeholders and community leaders
• Deliverables:
• Synthesis document summarizing findings from workshops and intake sessions
Phase 2 - Positioning & Strategy Development
• Develop distinct positioning for the Chamber and EDO
• Clearly articulate each organization’s role and value
• Conduct Situational Analysis (Perception, Market & Competition, Gap Analysis)
• Deliverables:
• Strategic positioning document
Phase 3 - Communication Plan
• Develop a comprehensive communications and marketing strategy
• Outline annual marketing activation plan (2025-2026)
• Create a detailed roadmap for marketing assets and tactics
• Deliverables:
• Marketing Activation Plan
• Annual Marketing Plan
Phase 4 - Marketing Activation & Execution
• Implementation of the activation plan, including digital content creation, social media strategy, website improvements, and local PR initiatives
• Deliverables:
• Detailed activation strategy including content, social media calendars, and local outreach strategies
Project Goals & Outcomes
• Clearly define and communicate the roles of the Chamber and the EDO to community stakeholders.
• Strengthen engagement with Chamber members, partners, and the local community.
• Foster measurable growth in tourism, business recruitment, and resident attraction.
• Demonstrate tangible economic impact through measurable results.
Qualifications and Experience Requirements
To be eligible for consideration, respondents must demonstrate:
• Successful previous experience developing brand strategy and messaging specifically focused on small-town communities.
• Proven track record in promoting tourism, stimulating economic growth, and recruiting new residents and businesses to small towns.
• Ability to measure and report the effectiveness of marketing and branding initiatives.
Submission Requirements
Proposals should include:
1. Company Profile & Qualifications
2. Examples of past work relevant to the scope of this RFP
3. Proposed approach and methodology
4. Timeline and estimated costs, broken down by project phases
5. References from similar small-town community projects
Selection Criteria
Proposals will be evaluated based on:
• Relevant experience and demonstrated expertise (40%)
• Proposed approach and methodology (30%)
• Cost-effectiveness and budget clarity (20%)
• References and past performance (10%)
