A. Executive Summary
The Derry Cooperative School District (DCSD) is soliciting proposals from vendors to provide
a Comprehensive Autism Program for the period of 2026-2027 school year.
DCSD seeks qualified vendors that have prior successful experience in developing and
sustaining a comprehensive autism partner program within the school district.
B. Submission of Proposals
Proposals must be submitted to the following individual no later than 4:30 pm on June 15, 2026
at the following address. Questions regarding this DCSD Request for Proposal should be
addressed to the individual listed below.

The proposal as submitted is the document upon which the Derry Cooperative School District
will make its initial judgment regarding a vendor's qualifications, understanding of the
District's scope and objectives, methodology, and ability to complete services under the
contract.
Those vendors submitting a proposal do so at their own expense. There is no expressed or
implied obligation by the Derry Cooperative School District to reimburse any firm or
individual for any costs incurred in preparing or submitting proposals, preparing or submitting
additional information requested by the Derry Cooperative School District, or for participating
in any selection interviews. Submission of any proposal indicates acceptance of the conditions
contained in the DCSD Request for Proposal, unless clearly and specifically noted otherwise in
the proposal.

The Derry Cooperative School District reserves the right to reject any/all proposals, in whole or
in part, submitted in response to the current DCSD Request for Proposal. Additionally, the
District reserves the right to waive any and all informalities and to disregard all
non-conforming, non-responsive or conditional proposals. During the evaluation of proposals,
the District may require clarification of information or may invite vendors to an oral
presentation to amplify and or validate proposal contents. Non-awardees will be notified.
C. Terms of Contract
The successful vendor shall execute a contract with the District in substantial conformance with
the DCSD Request for Proposal and the contractor's proposal.
The District will award contracts only to responsible contractors possessing the ability to
perform successfully under the terms and conditions of the proposed procurement. All
purchasing decisions shall be made in the best interests of the District and shall seek to obtain
the maximum value for each dollar expended. When making a purchasing decision, the
District shall consider such factors as (1) contractor integrity; (2) compliance with public
policy; (3) record of past performance/ and (4) financial and technical resources. The District
shall not subcontract with or award sub-grants to any person or company who is debarred or
suspended.
This contract is contingent upon the Derry Cooperative School District receiving full funding
from the State of New Hampshire, Department of Education for the IDEA Grant as submitted
by the District.
The contract period shall be a mutually agreed upon period of time to complete the Scope of
Work but will not exceed twelve months from date of contract, however there may be an option
to renew for 3 additional years. Contract cancellation will be at the discretion of either party
with 30 days written notice.
Vendor shall maintain insurance in an amount sufficient to meet its obligations to the District
under this Agreement including but not limited to workers' compensation and general liability
insurance. A certificate of insurance in a form and amount acceptable to the District must be
delivered to the District prior to this Agreement becoming effective. Prior to commencing
work, the Contractor shall demonstrate that it carries a general liability policy with limits of
$1,000,000 per occurrence and $2,000,000 aggregate, as well as completed operations
coverage, applicable to the work performed under this Contract and all liabilities as set forth
above. Consultant shall not cancel the insurance without 30 day written notice to the District.

D. Scope of Services
The Derry Cooperative School District (DCSD) is soliciting proposals for a vendor to provide a
Comprehensive Autism Partner Program.

The objectives of Comprehensive Autism Partner Program include:
Providing students identified with an educational identification of Autism with
programming specific to their needs within the Derry Cooperative School District.
Facilitate inclusion for students as appropriate to meet the needs of the students in the
program.
Background:
The DCSD is committed to three core pillars: learning, growth, and connection. Each of these
three pillars are at the forefront of planning and decision making as we develop students with
self-motivation, collaboration, perseverance, community contribution, self-awareness, and
problem solving. The district serves approximately 3,000 students in grades Pre-K-8 in 6
schools. The district contains 5 elementary schools (K-4) and 1 intermediate school (5-6), and
1middle schools (6-8). Included in the middle school location is an inclusive preschool
program.
Detailed Scope of Services
Components of this work should include, but are not limited to:
Multiple classrooms at elementary and middle school level to provide ABA instruction
across all areas including life skills, behavior management, and facilitate inclusion, and
provide consultation to general education teachers and staff.
Provide staffing to implement the program.
Lead teacher, paraprofessional support staff to implement the program
District will provide 12 paraprofessional staff
BCBA consultation for students not in the Partner Program.
Monthly meetings with parents and staff to discuss student's progress and
programming.
Data collection regarding student progress toward goals.
Development of Individualized Education Programs, evaluations, and progress reports
for students in the program.
Provide training for program staff in data collection, de-escalation techniques,
behavioral management techniques, behavior programming
E. Vendor Qualifications
Provide a statement of your qualifications including:
a. Name and title of person(s) submitting the proposal, the vendor's main office address,
and primary and secondary points of contact and their telephone and fax numbers
(including area codes.)
b. Brief description of the vendor's activities and history.
c. Identify the vendor's professional staff members who specifically will be assigned to
this contract, the experience each possesses, and the location of the office from which
they work.
i. Provide a biography and/or resume outlining the experience and
credentials/certifications of all such staff members.

d. Detail experience in the following areas
i. Autism Programming - Applied Behavioral Analysis
ii. Program development
iii. Staffing - provide lead teachers and 12 paraprofessionals
iv. iv. Training - for staff in program, and consultation to other staff in the building
e. Provide evidence that the firm has a proven track record with this work including:
i. Description of similar projects awarded with other organizations giving dates of
service and outcomes of the work.
ii. Provide at least three client references from similar school district projects -
include district/school name, contact names, addresses, email and telephone
numbers as well as project name or descriptor.
F. Cost/Pricing Information
Submit a comprehensive pricing plan for the services described above in the Scope of Work.
The cost proposal should include:
Per day pricing information (including # hours per day, per diem, hourly rate, if
applicable)
Include a "not to exceed" price for the entire scope of the work
The quoted fees must be honored for a period of ninety (90) days from the receipt of the
proposal.
G. Proposal Submission
Provide two complete copies (one hard copy and one emailed submission) to the contact listed
above.
The proposal should include:
A narrative section that addresses the following topics:
Statement of Qualifications (as described above in Section E)
Proposed approach, and overview of methods
General work plan and timetable
Components of the DSCD Scope of Services (as described above in Section D)
Comprehensive pricing plan
An overview of disclaimers associated with the proposal
Any additional information that would distinguish your proposal in its service to the
District.
Attachments should include:
Resumes of key personnel
"Vendor Cover Sheet", including references (form provided)
Signed "Certificate of Non-Collusion" (form provided)
