Notice is hereby given that the City of Bartow intents to waiver the solicitation process
and approve a sole/single source with Perry Weather, Inc for the purchase of complete
weather safety system for monitoring and lightening detection; Perry Weather System
inclusive of Perry Weather Web dashboard (PW) for 7-year period per the reasons
stated within this solicitation. The approximate purchase cost each fiscal year (FY2025 –
FY2026) can vary and may exceed $24,000.00 in a given fiscal year.
All related documents may be obtained by visiting the City of Bartow’s website at

DemandStar in which the City has partnered with to distribute automatic solicitation
notifications, addendums, award recommendations, etc. to all interested parties. It is
recommended that all companies wishing to receive notifications register with the City of
Bartow by visiting our Purchasing Page on our website (noted above). Click on the

Interested vendors that can provide the goods or services mentioned can respond with an
alternate solution that overcomes the sole/single source reasons stated on the sole/single
source documentation, along with sufficient detailed convincing documentation, regarding
their ability to supply equivalent commodities or services. The City of Bartow reserves the
right to require the responding Vendor/Firm to submit additional information as it may
deem necessary and may consider any evidence available to it of the financial, technical,
and other qualifications and anilities of the responding vendor/firm.
Questions seeking additional details regarding the procurement, specifications, terms,
conditions, requirements, etc. must be received in writing prior to the response deadline
and must be sent to Adaira Morales, Procurement Analyst via email at

This is NOT a request for bids/proposals and there is no solicitation available. The City
will not consider any responses as a proposal, bid, or quote. Any response received as a

result of this Notice of Intent shall be considered solely for determining whether bona fide
competition exist and will be posted for a minimum of 5 days.
If it is determined by City staff, after receiving & reviewing any information submitted
from responding vendors, that sole/single source justification stands and that the
commodities or contractual services are available only form a sole/single source, the City
shall prepare a recommendation to the City Manager and/or City Commission requesting
approval to waive the solicitation process and process with the sole/single source purchase.
JUSTIFICATION:
The Perry Weather System appears to be the only existing source which meets the specific
needs of the City of Bartow, as determined by a reasonably thorough analysis of the
marketplace and based on the following:
The item is of a highly specialized nature and can only be obtained from Perry Weather.
The system provides real-time lightning detection, automated public safety alerts, and
cloud-based monitoring, all integrated into a single platform specifically designed for
municipal, athletic, and educational environments. Perry Weather enables precise,
location-specific alerts with automated siren activations, supports coordination with
Emergency Medical Services (EMS) and first responders, and provides continuous, 24/7
monitoring through a secure dashboard accessible to City staff. The system’s proven
reliability in Florida municipalities, combined with its capability to integrate with existing
emergency response infrastructure, ensures that it fully meets the City’s operational and
safety requirements for protecting participants, staff, and visitors at athletic and recreation
complexes.
SCOPE/ DESCRIPTION:
The Perry Weather System is a comprehensive weather safety and monitoring solution
designed for municipal, athletic, and educational environments. With Perry Weather, the
City of Bartow can ensure real-time severe weather detection, automated public safety
notifications, and enhanced coordination with emergency management personnel. The
platform integrates weather data collection, monitoring, and automated alerting into one
unified system.
A. Real-Time Lightning Detection:
Detect and map lightning strikes instantly through both on-site sensors and a live
network-based detection system. Automated alerts and siren activations are triggered
based on proximity thresholds to ensure immediate safety response.
B. Automated Public Safety Alerts:
Deliver severe weather notifications automatically through outdoor sirens, mobile alerts,
and web dashboards. Notifications are tailored to each athletic or recreation complex for
maximum relevance and effectiveness.

C. Cloud-Based Monitoring Dashboard:
Provide City staff, Recreation personnel, and Emergency Management teams with 24/7
access to a secure, cloud-based dashboard displaying real-time weather data, lightning
activity, and system status.
D. Enhanced Emergency Coordination:
Facilitate collaboration between Parks staff, EMS, and other first responders by sharing
live environmental data during inclement weather and natural disasters improving
situational awareness and decision-making.
E. Proven Reliability and Integration:
Built with reliability in mind, the Perry Weather System integrates seamlessly with
existing public safety infrastructure and follows standardized emergency protocols. The
system has demonstrated consistent performance across numerous municipal and school
installations throughout Florida.
F. Automated and Customizable Operations:
Configure automated safety responses including siren activation and mobile alert
distribution based on pre-set parameters specific to each facility’s operational needs.
SPECIFICATIONS:
The Perry Weather System provides access to all core platform features, including real-
time lightning detection, automated alert activation, and continuous cloud-based
monitoring. The system includes on-site weather stations equipped with calibrated sensors
for temperature, humidity, wind speed, and precipitation, combined with a network-based
lightning detection radius of up to 30 miles. A secure, cloud-hosted dashboard allows
authorized City and Emergency Management personnel to access live weather data, system
status, and alert configurations from any web-enabled device. As part of implementation,
Perry Weather provides installation, configuration, and guided onboarding with an
implementation specialist who assists City staff in system setup and operation.
Comprehensive training and ongoing technical support are included to ensure proper
system use and maintenance. The platform is designed for 99.9% uptime and proven
reliability in Florida’s challenging climate, ensuring continuous, automated protection for
