COMPETITIVE CONTRACT REPORT FOR THE

FOOD AND BEVERAGE CONCESSION STAND

WEST ORANGE GINNY DUENKEL POOL

Evaluation and Recommendation of an Award for the 2026 Contract for the Food & Beverage Concession Stand West Orange Ginny Duenkel Municipal Pool Season, with the option to extend 2 one-year periods.

This report was prepared in accordance with the requirements of competitive contracting under the Local Public Contracts Law, N.J.S.A.40A:11-4.1 et seq., for reasons explained herein.

History

Township Council for the Township of West Orange (the "Township") adopted Resolution 95-18 on March 18, 2018, which authorized the Township to utilize Competitive Contracting in lieu of public bidding to award a contract for the Food & Beverage Concession Stand at Ginny Duenkel Municipal Pool.

On January 30,2026 the Township of West Orange (TOWNSHIP) advertised for bids on the Star-Ledger and Township website, with proposals due on February 24, 2026 at 11:00 a.m.  At the date and time designated, the following three companies submitted proposals:

Evaluation

The methodology for awarding competitive contracts is based on an evaluation and ranking, which shall include technical, management, and cost pursuant to the Local Public Contracts Law.

The Township formed a committee to review and evaluate proposals received. The committee members are Panayiota Reynolds, Purchasing Agent; Edwin Johnson, Director of Recreation; and Michael Fonzino, Director of Health

Recommendation:

The committee recommends Fat Daddy'z for the Award for the 2026 Contract for the Food & Beverage Concession Stand West Orange Ginny Duenkel Municipal Pool Season with an option to extend two one-year periods based upon their experience in the food industry, their revenue sharing proposal and their previous performance as the operator of the Food & Beverage concession stand.
