NOTICE OF DISPOSITION OF PROPERTY LOCATED IN THE COMMUNITY REDEVELOPMENT AREA BY THE CITY OF PANAMA CITY COMMUNITY REDEVELOPMENT AGENCY

The CRA has received an unsolicited expression of intent and this is available on the CRA’s website.

Notice is hereby given pursuant to Section 163.380(3)(a), Florida Statutes, that the City of Panama City Community Redevelopment Agency (hereinafter “CRA”), the owner of 15 parcels of real property in the City of Panama City, Bay County, Florida, intends to dispose of these properties listed herein on or after February 28, 2025. The properties which are the subject of this disposition are described below by street address and by Parcel Identification Number (folio number).

The CRA intends to sell, lease or otherwise dispose of these properties to a private party for the purpose of developing the property in accordance with the Dover Kohl Neighborhood Plan for the Glenwood neighborhood in the Downtown North CRA District. Dover Kohl was commissioned by the City of Panama City to provide a strategic vision for various neighborhoods and includes ideas and illustrations which should be considered for any development of the property. In accordance with the community vision and the Downtown North CRA District Plan, the property development should create a mixed-use development consisting of retail and residential space, which should specifically include a grocery store, and the overall plan for development should be consistent and in accordance with the Dover Kohl Neighborhood Plan for the Glenwood Neighborhood. The proposed mixed-use development must demonstrate the furtherance of the goals and mission of the CRA Plan for the Downtown North District. The proposed disposition was considered and discussed at the regularly scheduled and duly noticed public board meeting of the CRA on January 27, 2025 and shall be further considered at the next scheduled and duly noticed public board meeting of the CRA on February 18, 2025, which shall serve as the required hearing under Section 163.380(2), Florida Statutes. The CRA board may consider and vote on whether or not to approve the disposition of the properties at a special and duly noticed public board meeting of the CRA on February 28, 2025.

Any party interested in purchasing or otherwise obtaining the properties listed below for purposes which further the CRA Plan for the Downtown North District is hereby notified that sealed proposals to purchase said property must be received on or before 3:00 p.m. CT on February 27, 2025. Respondents can find this notice on the CRA’s website at https://www.panamacity.gov/163/Community-Redevelopment-Agency-CRA , and at https://www.panamacity.gov/bids.aspx and should utilize the City’s Bonfire Portal online submission program found at the following website https://panamacity.bonfirehub.com/portal/?tab=openOpportunities to submit proposals or in the alternative, may submit One (1) original complete proposal package, one (1) duplicate copy of said package and One (1) flash drive copy, to the City of Panama City Purchasing Division – Attention: Johnnie Gallegos, 501 Harrison Avenue, Panama City, Florida 32401 on or before the due date stipulated above. All packages shall be clearly marked “CRA MLK/98 – Downtown North District.” The CRA will not be responsible in the event the U.S. Postal Service or any other courier system fails to deliver any package by the above referenced deadline. Late submissions shall not be accepted. Any such offer must include a description of the proposed uses for the property, and documentation of the legal ability of the proposer, and availability of funding, to enter into a purchase agreement which furthers the CRA Plan for the Downtown North District and is in conformance with the Dover Kohl plan referenced above and available on the City’s website at https://www.rebuildpc.org/panama-city-neighborhood-plans/ and selecting the plan listed

Conditions of acceptance of any such proposals may include a right to terminate. The CRA may further negotiate terms and conditions of the purchase of the property. The CRA may accept such proposal as it deems to be in the public interest and in furtherance of the purposes of Chapter 163, Part III, Florida Statutes.

Any person who decides to appeal any decision made by any board, agency or council with respect to any matter considered at such meetings or hearings will need a record of the proceedings. For such purposes, any such person may need to ensure that a verbatim record of the proceedings is made, which includes the testimony and evidence upon which the appeal is based.
