Vendors are informed that the above subject solicitation is hereby modified, corrected, or
supplemented as specified, described and set forth in this Addendum:
I. QUESTIONS/RESPONSES
1. Addendum 1 indicates that approximately $5,000 is allocated community engagement
services. Does this include planning and execution of all the engagements for the duration
of the contract?
Response: At this time, yes. When the City created its original budget with EPA, $5,000
was the amount allocated to making updates to the community involvement plan, as
well as holding community meetings and visioning sessions, with the understanding
that city staff would also contribute heavily to these efforts.
2. If $5,000 is the amount currently allocated through the EPA grant budget, is additional
funding potentially available through a grant budget or other City resources?
Response: The City will consider pursuing additional funds based on the lowest and
best bid.
II. DEMANDSTAR ELECTRONIC BID SUBMISSION PLATFORM UPDATED
DemandStar, the City’s electronic bid submission platform, has updated their portal to OpenBids.
Please refer to the attached instructions for information on how to register if you have not already
done so. If you previously had a DemandStar account, your existing login credentials should
continue to work with OpenBids.

OPENBIDS (Formerly DemandStar)
SUBMISSION INFORMATION
Responses must be submitted electronically through OpenBids (formerly DemandStar).
See the following pages for the Submission Requirements Checklist, OpenBids
registration instructions, and electronic bid submission procedures.
There is no cost to submit responses electronically through OpenBids. You may register and
access solicitations by selecting Columbus Consolidated Government as your agency.
Solicitations are available through the OpenBids link that is posted at
https://www.columbusga.gov/finance/Bid-Opportunities.
Per Georgia HB489, the Purchasing Division will continue to post solicitations on the Georgia
Procurement Registry. To receive future procurement notifications, suppliers must register with
the Team Georgia Marketplace at https://doas.ga.gov/state-purchasing/getting-started-
supplier.
Excluding responses to Requests for Proposals (RFP), a tabulation of responses will be
available in OpenBids shortly after the solicitation closes. The Purchasing Division will also
continue to post bid tabulations at https://www.columbusga.gov/finance-2/Bid-Tabulations.
Failure to submit electronic responses through OpenBids will result in rejection of your
response. Submittals received via the U.S. Postal Service, FedEx, UPS, or other delivery
services will be returned unopened at the sender's expense. The Purchasing Division
will not accept hand-delivered submittals and will immediately discard any submittal left
in the reception area of the Finance Department.
