Pierce County Human Services is soliciting applications for Community Development Block Grant (CDBG) Public Facilities projects that benefit low-income communities and/or low-income people. The goal of the CDBG program is to support sustainable urban communities by providing decent housing, a suitable living environment, and expanding economic opportunities for low- and moderate-income households.
To qualify for funding under the CDBG Public Facilities Program, a proposal must satisfy two core criteria:
CDBG funds may be used for housing, public facilities, public improvements, and community facility activities that improve living conditions in low-income areas or for low-income Pierce County residents.
Public Facilities Projects must involve either a) publicly owned facilities or facilities and improvements traditionally provided by the government or b) owned by a nonprofit organization.
This is for CDBG program year 2026 (July 1, 2026 – June 30, 2027). Priority will be given to agencies requesting two-hundred fifty thousand ($250,000) or more. It is anticipated that no more than four projects shall be awarded funds.
Pierce County’s Human Services department administers the Community Development Block Grant program (CDBG) funded by the U.S. Department of Housing and Urban Development (HUD). The program funds a variety of public facilities and public improvement projects to benefit residents of the Pierce County Consortium, which consists of 19 cities and towns and the unincorporated areas of Pierce County.
As a funder of the program, HUD requires that the County provide citizens the opportunity to review and comment on the County’s use of CDBG funds. The County has established a Citizens’ Advisory Board (CAB) for this purpose. Members of the CAB establish priorities for funding based on the needs of the community and are responsible for making funding recommendations to the County Executive. For this RFP, the CAB identified the following funding priorities, in ranked order, for Public Facilities Projects: 1) Infrastructure Improvements OR 2) Shelter and Housing Needs.
