Description

The City of Houston Housing and Community Development Department (HCD) seeks applications from developers of multifamily housing to finance the rehabilitation of existing multifamily properties or the acquisition of existing multifamily properties that will undergo rehabilitation. The purpose of this solicitation is to support the revitalization of affordable multifamily housing within the corporate boundaries of the City of Houston. Applicants must demonstrate the capacity to rehabilitate and operate multifamily housing that benefits low-to-moderate income individuals. Applications will be reviewed, underwritten, and scored based on a predetermined set of criteria outlined in the NOFA.

Note: This NOFA is a re-release of a previously published NOFA (NOFA-2025-0002). There have been updates to the threshold requirements and scoring criteria.
