Summary
Pierce County Human Services is soliciting applications for Community Development Block Grant (CDBG) Public Services activities. Applications should seek to support essential public services that address basic needs and promote stability for vulnerable populations who reside within the Pierce County Consortium. The funds support a wide range of public service activities, which must primarily benefit low-income and/or homeless individuals.
The initial contract period is July 1, 2026 – June 30, 2027, with a total value of $380,000. Based on funding and performance, the County intends to renew contracts for a second 12-month period. Applicants may apply for the initial contract period only, with a minimum funding request amount of $20,000 is required to apply for funding.
Background
Pierce County’s Human Services department administers the Community Development Block Grant Program (CDBG) funded by the U.S. Department of Housing and Urban Development (HUD). The program funds public services activities in which CDBG funds may be used to pay for labor, supplies, and material as well as to operate and/or maintain the portion of a facility in which the public service is located. This includes the lease of a facility, and other property needed for the public service. The funds assist cities, towns, and non-profits that benefit residents of the Pierce County Consortium, which consists of 19 cities and towns and the unincorporated areas of Pierce County.
As a funder of the program, the United States Department of Housing and Urban Development (HUD) requires that the County provide citizens the opportunity to review and comment on the County’s use of CDBG funds. The County has established a Citizens’ Advisory Board (CAB) for this purpose. Members of the CAB establish priorities for funding based on the needs of the community and are responsible for making funding recommendations to the County Executive. For this RFP, the CAB established primary funding priorities in Basic Needs, Family Services, Transportation, and Seniors and/or Severely Disabled Adults, while Mental Health was identified as a secondary, lower-priority area.
