REQUEST FOR PROPOSALS (RFP)
FOR COMMUNITY CHANGE GRANT OUTREACH AND ENGAGEMENT
Section I. Introduction
The Portneuf Greenway Foundation invites interested parties to submit Proposals for the City of Pocatello’s Community Change Grant Outreach and Engagement. The Portneuf Greenway Foundation is working in partnership with the City of Pocatello to implement a project funded through the Environmental Protection Agency Community Change Grant program. The project area is within disadvantaged census blocks that are characterized by limited income and economic opportunity with a variety of health, social, and educational challenges. The project will create a safe, non-motorized transportation corridor through the heavily travelled S. 5th Ave. area; connect homes to sewer lines to decrease nitrate contamination of the aquifer; enlarge the size of select sewer lines to improve capacity; expand park access by installing working drinking fountains at project area parks; and restore parks with new infrastructure, stormwater improvements, and interpretive signage.
