I. Introduction
The City of Bangor, Bangor International Airport (BGR) is requesting proposals for the
installation of a Common Use Passenger Processing System (CUPPS) with Common Use
Terminal Equipment (CUTE) for passenger processing at ticket counters and gate service
areas. CUPPS shall assist in the terminal optimization by providing flexibility in the
assignment and sharing of key terminal resources.
II. General Information
Available at the following web address: www.bangormaine.gov/proposals on the City’s
website. By submitting a response to this solicitation, the Proposer accepts the responsibility
for downloading, reading, and bidding by the terms and conditions set forth in the City’s
“General Information for Vendors.”
In your proposal, please specify whether you currently have, or are in the process of
developing, a domestic violence policy. If you do not have such a policy, let us know if you
would like to receive a copy of the City of Bangor's policy as a reference.
Table 1 contains the dates for this RFP and conflicting dates will differ to this table. City of
Bangor reserves the right to modify the deadline set forth in the table in its sole discretion.
Any such modifications will be stated in an addendum.

III. Submission
For consideration, submit the proposal Bid Form (page 9) and all materials requested in
Section XV: Additional Questions and Section XVI: Submission Format and Evaluation
Criteria electronically or in an envelope via submission methods listed below. The
envelope or subject line must be clearly marked as "Proposal No. P26-19: BGR
Common Use Technology Equipment."
Submissions must be received by 2:00 P.M. on Wednesday, Jan 14, 2026.
Submission of documents can be completed by:
A. Emailing to bids@bangormaine.gov; or
B. Hand Delivery to Customer Service, 73 Harlow Street, Bangor, ME; or
C. US Post Office addressed to 73 Harlow Street, Purchasing Department, Bangor, ME
04401 (items must be received by the deadline); or
D. All Other Delivery Services to City of Bangor: Purchasing Department, 73 Harlow
Street, Bangor, ME 04401 (proposal must be received by the deadlines).
All submissions should reference “Proposal No. P26-19: Common Use Technology
Equipment.” Proposals will be publicly opened at the time stated above in the Paul Bunyan
Room (first floor by the side elevator), 73 Harlow Street, Bangor, Maine.
A tabulation of all received proposals will be posted on the City's website as soon as possible
after the opening date. Visit www.bangormaine.gov/bids for results. The "Show
Closed/Awarded/Cancelled Bids" box must be checked to see the proposal information.
IV. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M.,
Monday, December 29, 2025.
The City will provide a response by 4:30 P.M. on Friday, Jan 2, 2026. This response will be
in the form of an addendum, accessible on the City's website. Notifications will be sent to
those who have signed up to receive notifications at www.bangormaine.gov/bids through
NotifyME. Notifications will be sent when new addenda are released.
V. Late Proposals
It is the responsibility of the Proposer(s) to see that their proposals have sufficient time to be
received by the Purchasing Department before the submittal deadline. Any proposal, portion

of a proposal, or requested proposal revision received at the City Purchasing Department
after the time and date specified will be returned to the Proposer unopened or, if by electronic
submission, deleted without being opened.
VI. Withdrawal of Proposals
No Proposer may withdraw their proposal for a period of ninety (90) days from the date of
opening. All proposals shall be subject to acceptance by the City during this period.
To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal in
writing. All costs associated with the withdrawal (i.e., mailing fees) will be borne by the
Proposer.
VII. Rejection
The City reserves the right to reject any proposals, waive any informalities or defects in
proposals, or accept a higher-cost proposal if it is deemed to be in the best interest of the
City. The City also reserves the right to request clarification of any details from the successful
Proposer. The evaluation of proposals and determination of the award will be at the discretion
of the City and its judgment shall be final and without right of recourse by any Proposer.
VIII. Information for Proposers
A. Tax Exclusion: All Federal and State taxes must be excluded from the proposal price.
Upon request, a tax exemption certificate for the City of Bangor shall be furnished to
the successful Proposer.
B. Bid Form and Requirements: The Bid Form (page 9) and all materials requested in
Section XV: Additional Questions and Section XVI: Submission Format and
Evaluation Criteria must be completed and returned with the proposal to be
considered responsive.
C. Required Insurance: Proposers are required to maintain the following insurance
policies throughout the life of the project and name the City of Bangor as an additional
insured where applicable and may be required to provide proof:
1. Worker’s Compensation Insurance Statutory
2. Employer’s Liability Insurance
$500,000 each accident
$500,000 disease – policy unit
$500,000 disease – each employee
3. Commercial & General Liability
$1,000,000 combined single limit
$2,000,000 aggregate

IX. Work Scope
Bangor International Airport (BGR) is pursuing the installation of a Common Use Passenger
Processing System (CUPPS) with Common Use Terminal Equipment (CUTE) for passenger
processing at ticket counters and gate service areas. CUPPS shall assist in terminal
optimization by providing flexibility in the assignment and sharing of key terminal resources.
BGR is moving toward being 100% Common Use gates and ticket counters.
BGR began the installation in 2024, and this is phase II of the hardware deployment. This
award is for the software and hardware for a period of five (5) years during which time a full
deployment to nine (9) ticket counters and eight (8) gates is expected to take. The timing of
additional expansion beyond what is listed in section X. Equipment is subject to future
budgetary allocation. Also included in the project is airline branding with Gate Information
Displays (GIDs) and integrating the Flight Information Display System (FIDS) monitors at
gate locations for airline identification. The current FIDS system is managed through Alpine
Systems and does not connect with existing CUTE.
The qualified manufacturer/Value Added Reseller submitting a proposal shall be referred to
as the vendor. The Vendor shall furnish all materials and equipment necessary to complete
the job and provide detailed submittals of all materials and equipment to be used on the
project.
The system must provide the capability for airlines to connect directly with and access their
native, non-emulated host systems and applications; OR must be a fully compliant CUPPS
IATA RP1797 solution (latest version). The system shall ensure that the Airport will be able
to take advantage of the latest technologies and upgrade features offered at the time of this
award.
X. Equipment
BGR requests a quote for:
a) Gate workstations
14 new
o A gate workstation will include a proximate or dedicated printer for bag tags
and boarding passes
b) Ticket counter positions 0 new
o A gate workstation will include a proximate or dedicated printer for bag tags
and boarding passes
c) GIDS screen controllers 2 new
d) Fids screen controllers 0 new
e) Software license for all new and existing locations
Cabling and flatwork have been provided by the airport. Adjustments to this is outside the
scope of this RFP and will be discussed with vendor after selection.

XI. Special Attention
The system will need to be operated by the following airlines upon installation:
Allegiant
American Airlines
Breeze
Delta
United
Solutions should have the flexibility to accommodate other airlines that may serve BGR in
the future.
Special effort shall be made to minimize the interruption of airline operations and any
disruptions of passenger service.
XII. General System Requirements
CUPPS shall allow multiple airlines to share ticket counter positions and gate podiums by
providing secure applications access to each airline's respective native host system for a
shared use environment; or shall be CUPPS compliant with the latest version of IATA RP
1797 technical specifications.
CUPPS system shall:
1. Meet the technical requirements specified in this RFP.
2. Provide a reliable and secure environment for Airport and Airline operations.
3. At minimum, the CUPPS will be installed with the enhancements, functionality, and
software releases that are the most current and meet industry requirements at the
time of implementation.
XIII. Additional Requirements
1. Vendor must be able to provide 24/7 phone support to the end user. If offered, provide
options for onsite support.
2. The vendor shall perform the detailed configuration, engineering, installing, testing,
and training for the total CUPS including the interconnectivity of system components
and modules.
3. The installation, commissioning, and maintenance of CUPPS will be defined in an
agreement to be completed with the vendor selected under this RFP.
4. Each gate counter will have two positions with a Gate Information Display System
monitor behind the counter.
