ADVERTISEMENT FOR REQUEST FOR PROPOSALS
The Atlanta Independent School System (hereinafter, "Atlanta Public Schools" or "APS") invites qualified
contractors to submit proposals for commercial kitchen equipment repairs, preventive maintenance,
replacement, and related services.
In using this solicitation method, we request that you provide the best value for our requirements. To
be considered, online proposals shall be submitted in accordance with the instructions in this solicitation
and within the specified timeframe. The selected offeror shall be responsible for meeting all
specifications and guidelines set forth herein. Atlanta Public Schools, at its discretion, determines the
criteria and process for evaluating and awarding proposals. No damages shall be recoverable by any
challenger due to these determinations or decisions by Atlanta Public Schools.

1.0 INTRODUCTION
1.0.1 To be entitled to consideration, proposals shall be submitted online at
https://aps.bonfirehub.com/opportunities/233095. The Office of Procurement Services
will only accept proposals submitted online. Proposal submissions are due at 11:00 a.m.
ET on the date outlined in the solicitation (as determined by the time stamp clock when
submitted online).

submitted in any other format (email, paper, fax, mail, etc.) will not be accepted for any
reason.
1.1 PURPOSE
1.1.1 The Atlanta Independent School System (hereinafter, "Atlanta Public Schools" or "APS")
invites qualified vendors to submit proposals to provide the APS Nutrition Department
with commercial kitchen equipment services, including repair, preventive maintenance,
installation, replacement, and related services on an as-needed basis.
1.2 BACKGROUND
1.2.1 Atlanta Public Schools (APS) is the seventh-largest school system in Georgia and the
eighty-ninth-largest school system in the nation. APS currently serves approximately
50,000 students and operates schools and administrative facilities ranging in size from
31,000 square feet to 485,000 square feet. All schools are within the city limits of
Atlanta.
1.3 CONTRACT TERM
The first term of the contract will be for one (1) year from the date the last signature is
obtained. The contract will include an option for up to four (4) additional one-year
contract renewals, subject to agreement by both Atlanta Public Schools and the Vendor.
1.4 AWARD
1.4.1 APS reserves the right to make multiple awards, based on experience and qualifications,
if it is deemed in the district's best interest. APS reserves the right to negotiate with the
highest-ranked proposer regarding the proposal's scope, quality, price, and any other
issues it considers relevant to the performance of the awarded services.
1.4.2 If awarded to multiple vendors, the contract will be utilized by distributing service needs
based on vendor capacity, geographic coverage, pricing, and specific expertise. This
approach ensures flexibility, maintains competitive service quality, and allows us to
allocate work efficiently across offerors to best meet our departmental requirements.
1.4.3 APS intends to award contracts to multiple qualified vendors. Vendors may qualify for
all equipment categories or specific categories based on their capabilities. APS
welcomes proposals from full-service providers and specialists (e.g., refrigeration-only
or ice machines-only). This is a non-exclusive contract with no volume guarantees.
1.4.4 Award will be based on best value considering qualifications, experience, technical
capability, and pricing.

2.0 SCOPE OF WORK
Contractor shall provide labor, materials, parts, equipment, tools, transportation, and supervision for
commercial kitchen equipment at APS facilities, including school kitchens, cafeterias, administrative
buildings, athletic facilities, central kitchen, and warehouse.
2.1 Service Categories
Vendors may propose on any or all categories:
a. Refrigeration: Walk-in coolers/freezers, reach-in units, milk coolers, blast chillers,
refrigerated display cases. EPA 608 certification required.
b. Cooking Equipment: Combination ovens, convection ovens, ranges, steamers, steam
kettles, tilt skillets, fryers, grills, pizza ovens.
c. Food Preparation: Mixers (20/30/60 qt), vertical cutter mixers, food processors, slicers,
blenders, choppers.
d. Ventilation: Vent hoods, exhaust fans, makeup air systems, and fire suppression
coordination.
e. Warewashing/Sanitation: Pot washers, power soak systems, garbage disposals,
compartment sinks.
f. Serving/Holding: Hot/cold food tables, pass-thru units, warmers, display cases.
g. Ice Machines: Ice machines, bins, dispensers.
h. Installation: Equipment installation, connection/disconnection, coordination with licensed
trades.
i. Equipment Replacement: New or used/refurbished equipment sourcing and installation.
Minimum 90-day warranty on used equipment.
j. Parts, Chemicals, Supplies, and Training: Replacement parts, NSF-approved cleaning
chemicals, and equipment operation training.
2.2 Subcontractor Restrictions
2.2.1 Equipment repair and maintenance must be performed by the contractor's own
personnel. Subcontracting of equipment repair work is not permitted.
2.2.2 Contractor may utilize licensed subcontractors for: plumbing, electrical, gas
connections, welding, and crane/rigging services when required. Contractor remains
responsible for coordinating all subcontracted trade work.
3.0 SERVICE REQUIREMENTS
3.1 Response Times

3.1.1 Vendors must provide 7-day service capability, including after-hours, weekends, and
holidays for emergencies.

3.2 Work Order Management System
3.2.1 All service requests will be submitted through the APS work order management system.
Contractors must:
a. Receive APS-provided login credentials for the work order system
b. Receive and acknowledge assigned work orders electronically
c. Update work order status: Completed, In Progress, Parts Ordered (with
estimated return date), or Approval Required (repairs over $750)
d. Notify the cafeteria manager upon completion of service
e. Training on the work order system will be provided at no cost
3.2.2 Email communication for summaries, correspondence, and status updates is also
acceptable.
3.3 Parts Inventory
3.3.1 Contractors should maintain common parts in service vehicles to minimize return trips.
The contractor bears the trip charges for repeated visits due to a lack of common parts.
3.4 COMPENSATION
3.4.1 Labor: Hourly rates per pricing proposal. Hours calculated from arrival to departure.
3.4.2 Travel: One fixed trip charge per service call. No hourly travel billing.
3.4.3 Multiple Work Orders: One trip charge for multiple work orders at the same site, same
day, same technician.
3.4.4 Parts: Actual cost plus markup (15% maximum). Vendors may propose 0% markup.
Documentation required upon request.
3.4.5 Overtime: After-hours/weekend/holiday rates per pricing proposal.
3.5 REPAIR PROCEDURES
3.5.1 Repairs over $2,000: Written estimate required with labor, parts, and schedule before
proceeding.
3.5.2 Replacement threshold: If repair exceeds 85% of replacement cost, notify APS before
proceeding.
3.6 QUALITY ASSURANCE
3.6.1 All repairs must comply with state and local codes.
3.6.2 One-year warranty on materials and workmanship.
3.6.3 Equipment must be tested and operational before the technician's departure.
3.6.4 Use OEM parts unless generic substitutes are pre-approved.

3.0 PROPOSAL SUBMISSION REQUIREMENTS
3.1 MANDATORY REQUIREMENTS (See list in section 5.2 below)
3.1.1 Offerors are instructed to carefully read all terms, conditions, and specifications
outlined in the RFP. Responses must be either typed or written in ink. Any
corrections made within the RFP submission (whiteout or strike-through) must
be initialed by an authorized company representative submitting the proposal;
otherwise, APS may reject the proposal.
3.1.2 The offeror shall submit an online proposal with a response that fully responds
to Sections 5, 6, and 7 in the Bonfire Portal. Failure to respond to Sections 5,
6, and 7 may result in the proposal being deemed non-responsive. The offeror
must reference each section as listed below.

4.0 COMPANY QUALIFICATIONS AND EXPERIENCE
4.1 Please provide a brief history of your company, highlighting your years in business.
Specifically, your company should have at least five (5) years of experience in
providing repairs, preventive maintenance, replacement, and related services for
commercial kitchen equipment. Additionally, include any relevant experience your
company has in delivering these services to K-12 school districts or equivalent public or
private facilities with multiple locations. In this section, please list the names of the
current K-12 districts and facilities that your company serves. Also, include if your
company has school nutrition compliance experience (yes/no, with providing a
description).
4.2 Provide an organizational chart with names and responsibilities, company size, and your
main office location that will support APS. Indicate who will serve as the project
manager/primary contact person.
4.3 Provide three (3) references from organization/K-12 school districts for which your
company is currently providing commercial kitchen equipment repairs, preventive
maintenance, replacement, and related services to the specifications of this solicitation.

5.0 METHODOLOGY AND OPERATIONS
5.1 Describe your company's capabilities to service a school district of this size.

years of experience do your technicians have? outlined in section 3.2.

7.0 EVALUATION
7.1 To be eligible for consideration, proposals shall be presented in accordance with the
instructions of this solicitation and within the timeframe specified. It shall be the
responsibility of the awarded vendor to meet all specifications and guidelines set forth
herein.
7.2 An APS evaluation committee will evaluate each properly submitted proposal. APS, at
its sole discretion, determines the criteria and process for evaluating and awarding
proposals. No damages shall be recoverable by any challenger as a result of the
determinations or decisions by APS.
7.3 APS reserves the right during the evaluation process to contact offerors who submit
proposals and request additional information or clarification necessary to complete the
evaluation.
7.4 After the closing date and time, Procurement Services will conduct an administrative
review of all proposals received to determine responsiveness. Proposals deemed
responsive will be submitted to the evaluation committee for review. Proposals that are
deemed to be non-responsive will
not be evaluated or considered for an award.
7.5 APS will evaluate all proposals and reserves the right to develop a competitive range.
The competitive range is defined as a group for competitive negotiation, as determined
during the evaluation process, comprising only those proposals considered to have a
reasonable chance of being selected for an award and, therefore, chosen for additional
discussions and negotiations. Proposals not in the competitive range are given no
further consideration.
