Commercial Driver’s License Training

The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Thursday, November 20, 2025 at 11:30 pm (local prevailing time).

The purpose of this Request for Proposals (RFP) is to solicit proposals to furnish/provide classroom and behind the wheel training for various Classes of Commercial Driver’s Licenses (CDL’s).

The City of Newport News, Virginia, is a municipal government responsible for providing a wide range of public services to its residents, including public works, utilities, transportation, and emergency services.

The City operates a fleet of commercial vehicles, including combination vehicles and straight trucks, which are used to support daily municipal operations. Employees who operate these vehicles must maintain current Commercial Driver’s Licenses (CDL) in compliance with Commonwealth of Virginia, Division of Motor Vehicles (DMV) requirements.

Maintaining a highly skilled and trained workforce ensures the safe and efficient operation of the City’s fleet, as well as compliance with all applicable state and federal transportation regulations.
