Summary
The City of Tucson is seeking proposals from qualified offerors for Custodial and Floor Maintenance Services at various locations on an as needed, if needed basis. The City's intent is to develop a Qualified Vendor List (hereinafter referred to as the "QVL") for Commercial Custodial Services. The QVL will be used to solicit general custodial services and specialized custodial services relating to floor care for City departments in accordance with the provisions, specifications, and instructions as stated in this solicitation. The City makes no guarantee that contractors on the QVL will receive work.
Some facilities may be LEED Certified and would need to be maintained in accordance with Leadership in Energy and Environmental Design (LEED) Standards; details will be provided within the scope of work for any applicable individual location. The contract will be utilized by, but not limited to, Department of Transportation and Mobility (DTM), Housing and Community Development (HCD), Environmental Services Department (ES) General Services Department (GSD), and Parks and Recreation Department (PR).
Residential stock under the administration of HCD will not be covered by this contract.
Background
Because of the large geographical area covered, the requirements for the Contractor to respond and quickly complete projects, and the potential for multiple units to need work during a short time frame, the City requires Contractors who have a strong local presence with sufficient resources to fulfill the needs of the City's departments. Housing and Urban Development (HUD) funding will be utilized on HCD individual projects under the Contract.
Therefore, all HUD, federal, state and local requirements will be followed as necessary and HUD Forms: HUD 5369-B, HUD 5369-C, 5370-C, HUD Wage Determination and Section 3 Documents are included, and will be incorporated into any resulting contract(s).

General Services - The General Services Department (GSD), through the Facilities and Communications Maintenance Division (FCM), Maintains a large inventory of City owned facilities.
- FCM provides daily maintenance services to include Custodial Services to a diverse group of customers like Police, Fire, Parks, Water Dept., Ward offices, and many other government facilities.
- FCM staff provides custodial services to City Departments via internal department staff or contractors available through this solicitation.
- Parks and Recreation - Parks and Recreation operates nineteen recreational and special interest centers spread throughout our community, offering a wide variety of programs and services, these locations help develop a close community atmosphere for neighboring citizens of all ages and interests.
- Department of Transportation and Mobility - (DTM) shall be responsible for governing the Garage Maintenance aspect of this contract.
