The Gulfstream IV must meet the following specifications by May 15, 2025:
- Range: Capable of at least 2,500 miles to cover mission areas.
- Altitude: Able to operate at a minimum of 35,000 feet for optimal data collection.

- Crew Accommodation: Space for at least two instrument operators or technicians.
- Access: Aircraft must have nadir ports installed and operational by May 15, 2025.
NASA/ARC intends to issue a sole source contract to acquire the services from Dynamic Aviation under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1 as the only responsible source and no other supplies or services will satisfy agency requirements.
