PM TRASYS intends to issue a solicitation for the modification of the in-service Combat Convoy Simulators (CCS). The below information and attached documentation is provided to industry as a draft Request for Proposal (RFP). All information provided as part of this notice, to include all documentation, is subject to change.


The purpose of this acquisition is to modernize the hardware and software of the in-service USMC Combat Convoy Simulator (CCS). Options for Contractor Logistics Support (CLS) and Post Deployment Software Support (PDSS) are included. Additionally, options for the procurement of repair and spare parts along with the modification and follow-on support of the two Navy CCS systems are also included as part of this contract.

Requirements for the modification of the CCS systems are provided in the CCS Modification Statement of Work.

Requirements for CLS and PDSS are separately detailed in the CCS Modification Program CLS and PDSS Performance Work Statement.


Industry is encouraged to submit comments and recommendations on the attached DRAFT documentation to no later than 1100 local time Orlando, FL on 05 May 2017. Submission email shall utilize the title "PM TRASYS CCS DRAFT response."

This announcement is the continuation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and IS NOT a Request for Proposals (RFP). No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this notice, and responses to this notice cannot be accepted as offers. This modification to presolicitation / DRAFT Request For Proposal (RFP) notice M67854-17-R-7832 for the Combat Convoy Simulator (CCS) is provided to include an additional attachment, the "Comment Resolution Matrix" (previously referenced in the initially published notice on 18APR2017). This matrix is designed to standardize input / comments from industry regarding the previously published DRAFT RFP for CCS.

Per the previously published presolicitation notice on 18APR2017 and 21APR2017, this Combat Convoy Simulator Modification (CCS) Request for Proposal (RFP) M67854-17-R-7832 is hereby provided (see corresponding attachments posted along with this RFP notice - the CCS RFP proper and CCS RFP Attachment J.12).

While the CCS RFP provides finalized guidance, the following RFP exerpts are provided for ease of reference:

Note 1 - Due date for proposals is presently 2:00PM (Locat Time Orlando, FL), 04OCT2017.
Note 2 - (Paragraph) L.8 INQUIRIES - Upon release of the RFP, Requests for Clarification (RFCs) will be accepted for 21 calendar days (presently through 11SEP2017 based on CCS RFP release date of 21AUG2017). RFCs should be submitted directly to the attention of subject line - M67854-17-R-7832. Answers to RFCs will be provided through Amendments to the solicitation on FBO (Federal Business Opportunities website). Therefore, questions / comments shall not be marked with a restrictive legend and shall not include proprietary information. The Government is not obligated to provide responses to all RFCs, but will consider them and incorporate changes into the RFP as deemed necessary. At its sole discretion, the Government may answer untimely RFCs.
Note 3 - (Paragraph) Section J . . . Attachments List annotates the following . . . Attachment J.12 (entitled) Technical Data Certification - (Public Release) is to be completed, signed, and provided by the respective offeror to the Government for adjudication prior to Goverment delivery or distribution of any documentation . . . . See also paragraph L.11 of this Request for proposal for further details. . . . (Paragraph) L.11 REQUEST FOR TECHNICAL DATA - Due to the existence of export Controlled information, this solicitation is limited to Qualified U.S. Contractors. As such, any Qualified U.S. Contractors wishing to obtain access to the Attachments of the solicitation shall complete, sign, and submit Attachment J.12 (entitled) Technical Data Certification. Directions for submission are included within the Attachment . . . . Once received, the Government will verify status and FedEx Contractors a CD with all Contract Documents. Only verified companies will be sent Attachments.
Note 4 - (Paragraph) B.2 This . . . (CCS RFP is being competed under the umbrella of) Full and Open (competition) and falls under NAICS CODE 541511.

Due to Hurricane Irma, the Government (Program Manager - Training Systems, Orlando, Florida) is extending the due date for questions (reference Request for Proposal paragraph L.8 as well as previously published information within this Federal Business Opportunities notice) from industry regarding the Combat Convoy Simulator Request for Proposal documentation. Previous due date is hereby changed FROM 11 September 2017 TO Monday, 18 September 2017.

Due to Hurricane Irma, the Government (Program Manager - Training Systems, Orlando, Florida) is extending the due date for questions from industry through Monday, 1400 (local Orlando, Florida time), 25 September 2017 (refer to Section L, paragraph L.8 of attached Amendment 0001 to CCS solicitation M67854-17-R-7832). In addition, the Government is also extending the submission due date for proposals to Friday, 1400 (local Orlando, Florida time), 13 October 2017 (refer to attached Amendment 0001 to CCS solicitation M67854-17-R-7832).
