Section 1.0 - Introduction
The Francis Howell School District is the top-rated school district in St. Charles County and 13th in the
state, as ranked by Niche.com. Encompassing more than 150 square miles in the southeast corner of St.
Charles County, the District empowers students to be lifelong learners prepared for the future. Currently
the District serves over 17,000 students and employs over 2,200 people, over 23 campuses. The District
consists of 3 high schools, 5 middle schools, 10 elementary schools, 3 early childhood centers, and 2
alternative education centers.
The District currently uses Skyward software for finance and human resource management, Infinite
Campus for student management, Microsoft Active Directory services with students and staff accounts for
a total of 20,000+ users, and Office 365 for email and document storage for staff.
Additional detailed information about the District may be found at www.fhsdschools.org
Section 2.0 - Project Overview
The administration of the Francis Howell School District (District) is requesting sealed proposals from
qualified providers of a comprehensive College & Career Readiness (CCR) platform. The contract will
be from February 1, 2027 through June 30, 2030 with an option to renew annually for the 2030-2031
school year and the 2031-2032 school year.
Objective: Determine the need for, and identify the most suitable college and career readiness platform
for the District by investigating and reviewing available options. The selected platform will serve as a
systematic tool to facilitate student, staff and family engagement in educational and post-secondary
planning.
Current reality: Data and artifacts supporting students with their educational journey and post-secondary
planning are currently contained in a variety of non-integrated platforms, including Infinite Campus,
YouScience, Scoir, Google, and Missouri Connections. Data between these platforms does not flow
continuously, creating a disjointed process for helping students connect learning styles, interests, and
aptitudes with future academic and career paths.
The District anticipates a platform that can support the following broad areas:
Comprehensive K-12 academic planning and integration
Career exploration and work-based learning
College search, application, scholarship, and document management
Advanced analytics, reporting, data extraction, and interoperability
Unified access, accessibility, security, communication, and dedicated support
Section 3.0 - Scope of Services
Vendors shall describe the proposed platform and respond to every requirement below. For each
requirement, indicate Yes, No, or Partial and provide comments explaining how the proposed solution
meets the requirement, including any third-party products, additional costs, implementation requirements,
or limitations.
