Collection, Transportation, Disposal, Marketing and Processing of Municipal Solid Waste, Single Stream Recyclable Materials, and Yard Waste

Project Description: The Wyomissing Borough Council will receive sealed bids online via the PennBid Program (www.PennBid.net) until 11:00 a.m. prevailing time on Friday, July 25, 2025, for Collection, Transportation, Disposal, Marketing and Processing of Municipal Solid Waste, Single Stream Recyclable Materials, and Yard Waste. The bid opening will be held at 1:00 p.m. online via the PennBID program. The bid tabulation summaries will be made publicly available on the same day by 2:00 p.m. EST on PennBID.
A mandatory pre-bid meeting will be held on Wednesday, July 16, 2025 at 10:00 a.m. at Wyomissing Borough Hall, 22 Reading Boulevard, Wyomissing, PA 19610, in Council chambers.
Specifications and Bid Forms for the above work can be obtained at no cost at PennBID website, www.PennBid.net. All Requests for Information shall be submitted online via PennBID by 2:00 p.m. on July 21, 2025, to allow time to post an addendum on PennBID. No responses will be provided for requests received after that time or submitted by other means. Responses will be provided on the website and be visible to all Bidders. Any changes to the plans or specifications will be provided as an Addendum and notice will be given to Bidders through the PennBID website via email.
Bids will be publicly awarded as early as August 12, 2025 at 7:00 p.m. (local time) at the Wyomissing Borough Hall, 22 Reading Boulevard, Wyomissing, PA 19610.
Bid surety in the amount of ten percent (10%) of the total bid for the three (3) year contract price shall accompany each bid. A cashier’s check, certified check, or bid bond will be accepted, made payable to Wyomissing Borough. The successful bidder will be required to post a Performance Bond or Irrevocable Letter of Credit equal to one hundred percent (100%) of the total three (3) year contract amount within ten (10) calendar days of written notice of acceptance of Bid. Said bond may be drawn down each year by the amount of the contract fulfilled. All bonds are subject to approval by the Borough Solicitor.
The Wyomissing Borough Council reserves the right to accept or reject any and all bids, and to accept or reject any part of a bid that may not be in the best interest of the public.
