3 SCOPE OF WORK
The City of Hot Springs, Arkansas, on behalf of the Engineering Department, is accepting bids for work to be
performed as described in the scope of work. The scope of work is to provide labor, materials, traffic control, etc to
for street cold milling and paving as a term contract (TC). The following specifications describe the minimum
requirements for this project.
The materials bid shall be of a new and current design production model. The equipment shall comply with all state
and federal safety requirements. Any deviations to these specifications shall be explained.
SEPCIFCATIONS
The City Engineer reserves the right to cancel work on streets included on the bid list or add streets or other
asphalt work to the list. Work may be subcontracted to another Contractor licensed in the state of Arkansas.
However, the subcontractor must be approved by the City Engineer, and the original party that is awarded the
contract must submit in writing that the quality of the work being subcontracted will be the responsibility of the bid
winner.
Work shall commence within ten (10) days of receipt of Notice to Proceed. A minimum asphalt tonnage, as defined
below, shall be placed and completed no later than December 31 of each year. The minimum asphalt tonnage shall
be that tonnage permitted by the current year budgeted amount except that it shall not be any greater than 43,000
tons. Any placed asphalt tonnage less than the minimum required to be placed by December 31 of each year, shall
have a 5% reduction in per ton cost until the minimum tonnage is attained.
1. WORK-ZONE SAFETY:
The Contractor is responsible for providing all work-zone safety equipment and flagman as required by Part 6
of the Manual on Uniform Traffic Control Devices and the City of Hot Springs Ordinance 15-10-31. The
contractor shall be responsible for maintaining a safe ‘Work-Zone’ and setting up and maintaining a sufficient
number of ‘Fresh Oil’ signs to inform the public of this hazard.
2. PREP-WORK:
A) By the City:
The City shall prepare each street for milling and paving. This shall include bush hogging, tree and
bush trimming, grass and debris removal, sweeping, and where streets are to be widened this work will
include road base, drainage work, etc. If necessary, the City’s Representative shall remove vehicles
that are parked in the roadway.
Hauling of reclaimed pavement;
Water for the milling operation to be furnished and paid for by the City of Hot Springs.
Supply utility risers;
The City will remove and re-set any mailboxes required, however; the Contractor shall re-set, repair,
and/or replace mailboxes that are damaged by the Contractor.
B) By the Contractor:
Upon approval by the City Representative, the Contractor shall have the option of performing prep-
work. The Contractors prep-work shall meet or exceed CHS ~ Title 15, Chapter 10, Street
Specifications. No additional payment will be provided for prep-work done by the Contractor. Once
prep-work is complete; the Contractor will schedule paving as soon as possible.
Traffic Controls, safety barriers placement, and flagmen as necessary;
Street sweeping and clean-up;
Water truck;
Notify the City’s representative a minimum of 48 hours in advance of milling and paving operations.
3. RIGHT OF WAYS:
The Contractor, his employees, and his equipment shall not enter private property unless the City’s
Representative approves such entry.

Cold Milling the street surface at the location designated on the plans or by the City’s Representative and
removing the resulting material from the street right of way. Unless otherwise provided, the reclaimed
pavement shall become the property of the City. The pavement remaining after the milling shall provide a
surface suitable for maintaining traffic. This work shall not include paint stripping or asphalt patching.
5. COLD MILLING EQUIPMENT:
The Contractor shall provide self-propelled equipment with sufficient power, traction, and stability to maintain
an accurate depth of cut and slope. The “profiling equipment” shall accurately and automatically establish
profile grades along each edge of the machine using a ski or matching shoe or from an independent grade
control and shall have an automatic system for controlling cross slope at a given rate. The milling machine
shall have an effective means for preventing dust, resulting from the operation, from escaping into the air,
and provision shall be made, either integrally with the milling machine or by the use of additional equipment,
to remove the material being cut from the surface of the roadway.
6. COLD MILLING REQUIREMENTS:
The Cold Milling equipment shall be operated at a rate of travel that will provide a surface meeting the
requirements for installation of new asphalt per Section 412 Standard Specifications for Highway
Construction, 2014 Edition, as published by the Arkansas Department of Transportation. The beginning and
end joints left after each day’s run shall be tapered by the contractor to provide a smooth driving surface.
Cold Milling will be provided for all of the following conditions:
Full-Width Milling - The entire street width shall be milled.
Curb-Cuts - Asphalt shall be removed from curbs and gutters, and the street surface shall be tapered
to 0" of cut toward the street centerline.
Intersections - The existing pavement be shall be milled back to the radius point of the cross-street.
Manholes, Drainage Grates, and Water Valves - Provide removal of asphalt that the milling machine
cannot reach by using smaller milling equipment, backhoe, etc., or manual labor, i.e., jackhammer, etc.
7. SURFACE TESTS:
Unless otherwise specified, the finished surface after milling, when checked with a 10' straight-edge, shall
show no variation greater than 1/4".
8. DESCRIPTION OF ASPHALTIC CONCRETE HOT MIX PAVING:
The asphalt concrete hot mix (ACHM) surface course (64-22 PG) shall be placed in accordance with Section
410 Standard Specifications for Highway Construction, 2014 Edition, as published by the Arkansas
Department of Transportation.
Asphalt Concrete Hot Mix Surface Course (64-22 PG) shall meet requirements of Section 407 of the
Standard Specifications for Highway Construction, current edition, as published by the Arkansas
Department of Transportation.
Tack Coat (.03 gal to .10 gal per square yard for paving on existing asphalt or concrete) conforming to
Section 401 of the Standard Specifications for Highway, 2014 edition, as published by the Arkansas
Department of Transportation, will be considered subsidiary to the amount bid for in-place asphalt and
not paid for separately.
9. MATERIALS AND WORKMANSHIP SPECIFICATIONS:
All materials and workmanship shall conform to current (Super pave) AHTD Division 400 Specifications for
Asphalt Pavements.
10. ASPHALT THICKNESS(s) AND SLOPE(s):
Curbed Streets - Cold Milled - The Contractor shall overlay a minimum of 2" at the center of the road
and match the gutter height on the outside edge.
Non-Curbed Street - The Contractor shall overlay a minimum of 2" at the center of the road and a
maximum of 4" at the outside edges to provide a 2% cross slope where possible. The outside road
edges shall be tapered 45 deg to provide a drive-off edge. This may be accomplished by using a
rubber guide, jig, or other approved device. Compaction of this outside taper shall not be required
unless instructed otherwise by the City’s Representative.
11. CURB INLET BOXES, GRATES, & MISCELLANEOUS OBSTRUCTIONS:
The Contractor shall pave around miscellaneous obstructions to maintain stormwater flow lines.
12. DRIVEWAYS:
The Contractor shall match grades and minimize slopes into driveways.
