Soliciting Proposals from firms experienced in providing engineering services for design of approximately 3,200 linear feet of a new sanitary sewer main on SW Day Road from the existing manhole near 24925 SW Garden Acres Road to the intersection of SW Day Road and SW Boones Ferry Road. The scope will include engineering and preparation of construction documents for a new gravity sanitary sewer conveyance system. Work is expected to begin in June 2026 and continue through June 2027.

Sealed proposals for the Coffee Creek – Day Road Sewer Extension project will be received at Wilsonville City Hall located at 29799 SW Town Center Loop East, Wilsonville, OR 97070 until April 15, 2026, at 2:00 pm. Proposals received after the listed time and date due will be returned unopened and without review. Electronically mailed or faxed proposals will not be accepted.

Proposals will be evaluated on a qualification basis and ranked on firm’s ability to demonstrate successful completion of projects of similar size, scope, budget, and schedule. A Time and Materials Not to Exceed Professional Services Agreement will be negotiated with the Successful Proposer. The estimated cost for the requested services is $1,000,000.

Request for Proposals
The City of Wilsonville, Oregon (the "City") is requesting Proposals in order to select a qualified
consultant to provide professional services for the Coffee Creek - Day Road Sewer Extension
("Project"). Consultants are invited to demonstrate their experience and qualifications in
performing work directly related to the services required by responding to this Request for
Proposals (RFP). The anticipated negotiated fee for this Project is expected to exceed $100,000;
therefore, Proposals will be evaluated in accordance with the qualifications based selection
procedures of OAR 137-048-0220. This Project does does not involve federal funds.
The Coffee Creek industrial area is approximately 258 gross acres south of Day Road, planned to

be used for Regionally Significant Industrial purposes. In 2016, the City adopted the Coffee
Creek Urban Renewal Plan to build utility infrastructure to accommodate growth in the area.
The Coffee Creek - Day Road Sewer Extension Project "Project" was identified and included in
the Urban Renewal Plan to extend sanitary sewer to serve properties south of Day Road in the
Coffee Creek industrial area and properties north of Day Road in the Basalt Creek industrial
area.
The Project is identified in the 2014 Sanitary Sewer Collection System Master Plan and the
Basalt Creek Utility Infrastructure Concept Plan, 2017, and a preferred pipeline alignment and
profile selected by the City in 2019 (See Attachment B). The preferred alignment extends a 15"
sewer main on Day Road from Garden Acres Road to Boones Ferry Road and will provide
additional capacity to support industrial development within the Coffee Creek and Basalt Creek
industrial areas.
The City anticipates that the project will include, but is not limited to, design and coordination
of the following items:
A. Engineering Design Studies
Engineering studies will include, as a minimum, geotechnical investigations to document
the extents of boulders and bedrock along the pipeline alignment, but may include
other studies as determined by the design engineer and approved by the City.
B. Survey and Utility Location
The design engineer will coordinate all required survey for design, coordination, and
verification of all utilities within the project boundaries, and post-construction survey.
C. Layout of Sewer Main and Alignment
As part of the Basalt Creek and Coffee Creek Sanitary Sewer Concept Plan (Dated May 1,
2019), a preferred alignment and profile was selected by the City. The preferred
alignment extends a new 15-inch diameter sanitary sewer main from the existing
manhole near 24925 SW Garden Acres Road to the intersection of SW Day Road and SW
Boones Ferry Road. The Basalt Creek and Coffee Creek Sanitary Sewer Concept Plan can

master-plan. The relevant pages are provided as Attachment B.
It is anticipated that relocation of some existing utilities may be necessary, depending
on final design.
D. Permitting
The consultant shall identify and obtain all necessary state and federal permits to
complete the tasks identified in this Scope of Work. We anticipate that permits will be
related to, but may not be limited to, construction in the BPA easement crossing Day
Road, and construction within Oregon Department of Transportation jurisdiction at the
intersection of SW Day Road and SW Boones Ferry Road.
E. Detour and Traffic Control Plans
Detour and traffic control plans shall be included in the final design.
F. Construction and Inspection Services
The City, as its sole discretion, may desire the consultant to provide services to manage
construction and inspection of the Project.
The Project will include design of approximately 3,200 linear feet of new sanitary sewer main

Pre-Contract Activity
The successful Proposer shall work with the City's Project Manager to refine and clarify the
scope of services prior to preparing its cost proposal. A pre-contract meeting(s) may be
required, and shall not be billable to the City.
Project Phasing
The City has overall authority in the scope, schedule and budget for this project. This project is
divided into multiple phases with anticipated phase completion date(s) as follows:
Phase I: Design, Permitting and Construction Documents June 30, 2027
Phase II: Construction Engineering Services December 31, 2028
Once Phase I is nearing completion, the scope of work for Construction Engineering Services
will be refined and finalized by negotiations at a later date.

Draft Scope of Work Tasks
The following is a draft, proposed scope of work (SOW) for the Project. This SOW will be refined
and finalized during the negotiations phase of the project.
The Consultant shall manage sub-consultants (if any) on the team, directing the flow of

billing and status reports will be clearly presented in an organized manner, with costs
distributed among tasks and funding sources. The Consultant shall provide services including
the following items:
1. Organize and conduct Kick-off meeting at City Hall.
2. Prepare and provide updates as needed to Project Schedule.
3. Organize, lead and conduct Project meetings twice a month during design.
4. Prepare materials for and participate in up to two City Council meetings.
5. Coordinate various members of the Consultant team.
6. Provide exhibits, maps, figures, as needed and required.
7. Communicate clearly and regularly with the City's Project Manager.
8. Submit monthly invoices/payment requests; separate costs by tasks.
Task 2 - Public Engagement
Public Engagement shall utilize the City's existing public engagement tools, including Let's Talk,
Wilsonville!, Boones Ferry Messenger, and social media platforms, rather than paying for third-
party platforms.
Consultant shall prepare, at the request of the City, public information materials, including facts
sheets, photographs, graphic illustrations, communications, exhibits, visualizations, summaries
and other documents needed to support the City's public engagement efforts.
The City will develop and maintain a project website and upload consultant produced content
and manage the community engagement webpages and platforms, as well as serve as the point
of contact for media and public inquiries.
Deliverable
The deliverable for this task will include:
1. Public information materials and project content.
Phase I -Design and Bidding Documents
Task 3 - Project Planning and Surveying
All survey work and elevations on design plans shall be NAVD 88 Datum. The consultant team
shall provide the following project planning and surveying services:
Task 3.1 - Project Initial Research and Project Planning
1. The City will provide Consultant with the following information in electronic format
prior to the Project Kick-Off Meeting for their review.

a. Copy of the most recent Public Works Standards and Detail Drawings;
b. As-built record drawing information, as available;
c. Other pertinent information requested by Consultant, as available.
2. Consultant will request maps from all utility companies that have utilities within the
subject area.
3. The Oregon Utility Notification Center will be contacted to field mark utilities
throughout the subject area.
4. Consultant will thoroughly review all as-builts or record drawings, utility company
information, and GIS maps.
5. Consultant shall schedule, facilitate and prepare agendas, meeting materials, and
minutes for one (1) Project Planning Team Meetings to review existing information and
project approach. Consultant shall provide Preliminary Project Team Meeting agendas
and meeting materials two (2) business days prior to meeting date and Preliminary
Project Team Meeting minutes.
Deliverable
The deliverable for this task will include:
1. A Memo summarizing the Project Planning Team Meeting to document preliminary
design approach based on pre-design City feedback.
Task 3.2 - Site/Topographic/Design Surveying and Potholing
Consultant will perform necessary site, topographic, and design surveying services for the
Project Area as determined by the Consultant and the City. Consultant will perform necessary
potholing in the Project Area to verify depth, location, size, and material type of existing utilities
as determined by the Consultant and the City. At a minimum, surveying and potholing will
include the following:
1. Establishing a horizontal and vertical survey control network.
2. Referencing the network and all mapping to the City of Wilsonville approved vertical
datum.
3. Surveying and preparing a map showing the following:
a. Locations, rim elevations, and invert elevations (of pipes) for all sanitary sewer
and storm manholes within the project area
b. Locations and top of valve nut elevations for water valves, locations and box rim
elevations for meter boxes, hydrants, blow-offs, air releases, and all other
appurtenances.
c. Utility poles, meters and overhead wires (including heights).
d. Located underground utilities and associated appurtenances and valves, and
irrigation systems.
e. Crown line of streets.
f. Edge of pavement and top face of curb - If a non-standard curb exists, survey
top back of curb.
g. Fences, mailboxes, street lights, trees, and other street side structures
h. Striping and signage.
i. Sidewalks, curb ramps, and driveways.
j. Pavement surface treatment

k. Retaining walls
l. Trees
m. Other important topographic features
n. Photos of site conditions
4. The extents of the survey work will be as necessary to adequately design the proposed
improvements.
5. Potholing using a vactor excavation truck shall be conducted to verify depth, location,
size and material type of existing utilities as determined by the Consultant and the City.
Potholes shall be backfilled per City standards.
Deliverables
The Project deliverable will be a complete summary report of the existing conditions. This
document will be stamped by a Professional Land Survey, registered in the state of Oregon and
include:
1. An existing conditions survey map.
2. Raw field survey data and field notes.
3. Digital terrain model (DTM) in AutoCAD format complete with all external references
such that the DTM is fully usable by the City without additional software or reference
data.
4. Utility locate ticket numbers and maps provide by utility providers.
5. Site photographs.
Task 3.3 - Pre-Construction Monument Surveying
The purpose of a pre-survey is to locate all existing monuments of record within the Project
limits to ensure that if they are destroyed during construction, they can be re-set. Consultant
shall prepare a Pre-Construction Record of Survey to meet the requirement of ORS 209.155.
The Pre-Construction Survey will include the location and description of all survey monuments
that may be disturbed or destroyed during construction, existing right-of-way, controlling
centerlines, survey control network, and proposed centerline.
At a minimum, monument surveying will include the following:
1. Locations of all survey monuments that may be disturbed or destroyed by construction.
2. Descriptions of all located survey monuments.
Deliverable
The Project deliverable will include:
1. A Pre-Construction Record of Survey to meet the requirement of ORS 209.155 as
described Task 2.3 above.
Task 4 - Geotechnical Investigation
Consultant or their sub-consultant shall perform a geotechnical investigation of the Project site
to assist the Consultant in estimating the amount of rock removal required as part excavation
for the Project. Geotechnical investigation shall be developed in coordination with the City's
Project Manager.

Deliverable
The Project deliver will include a Geotechnical Report including the following at a minimum:
1. Summary of work.
2. Plan showing exploration locations.
3. Boring logs.
4. Cross-section(s) showing soil and/or rock conditions in the Project zone.
Task 5 - Utility Coordination and Relocation
Consultant shall identify and locate utilities within the Project limits, initiate contacts with
utilities, and coordinate relocations needed for the construction of the Project. Under utilities
will be potholed to verify location, material, size and depth. Consultant shall schedule, attend,
and document regular utility coordination meetings during design of the project. Consultant
shall prepare required utility notification letters for each utility found in potential conflict with
the project design.
Task 6 - Final Design and Bid Documents, 60%, 90% and 100% Plans
The purpose of the final design is to prepare the final construction documents necessary to
construct the sanitary sewer main extension.
Task 6.1 - 60% Design Documents
Using the Basalt Creek and Coffee Creek Sanitary Sewer Concept Plan, the Consultant shall
prepare a preliminary set of 60% design plans and cost estimate. Plans sheets of the 60% plan
set shall include, but is not limited to:
1. Cover Sheet
2. Draft Legend and Construction Notes
3. Existing Conditions Plan
4. Grading and Erosion Control Plan
5. Grading Plan
6. Plan and Profile of the Proposed Sanitary Improvements
7. Applicable City of Wilsonville Detail Drawings
8. Traffic Control Plan
Consultant shall prepare, in collaboration with City Project Manager, Project Special Provisions
for Project based on 2018 ODOT Standard Specifications and current Wilsonville Public Works
Standards. City will provide standard Wilsonville Special Provisions for inclusion in the Project
Special Provisions.
City will add 60% plan review comments to comment log. Consultant shall update comment log
by providing a response to each comment and submit with the 90% construction documents.
Deliverables
The Project deliverables will include:
1. Comment log with Consultant responses to each comment.
2. 60% plan set in half-size (11"x17") electronic (PDF) format.
