ADVERTISEMENT FOR BIDS
SEPARATE SEALED BIDS for furnishing all materials and providing all labor, tools, and
equipment will be received by the Cobb County-Marietta Water Authority at 1170 Atlanta Industrial
Drive, Marietta, Georgia, 30066 until 2:00 p.m., local time, July 8, 2026, for the Project known
as:
2026 COATINGS PROGRAM
at which time and place the Bids will be publicly opened and read aloud. Bids received after the
designated time will not be considered. Unsealed Bids, including facsimile Bids or Bids sent by e-
mail, will not be considered. The Owner of the project is Cobb County-Marietta Water Authority.
The Engineer for the project is Hazen and Sawyer. Bid opening time is subject to extension
pursuant to O.C.G.A. Section 36-91-20(d).
Bidders shall inform themselves concerning Georgia Laws and comply with same.
The Project will result in coating pipes, equipment, and other items at the Hugh A. Wyckoff Water
Treatment Plant (Wyckoff WTP), located at 3728 Mars Hill Road, Acworth, Georgia 30101; the James
E. Quarles Water Treatment Plant (Quarles WTP), located at 4402 Lower Roswell Road, Marietta,
Georgia 30068, and the Groover Mountain Pump Station (Groover Mountain PS), located at 1700
East Piedmont Road, Marietta, Georgia 30062.
The time allowed for Final Completion and readiness for final payment is 180 consecutive
calendar days from the date of commencement.
The Work will be awarded in one Contract.
PRE-QUALIFICATION OF BIDDERS is required. Only Bids submitted by properly pre-qualified
Bidders will be opened. A copy of the application and qualification requirements for this Project
can be obtained from the electronic Bidding Documents available through CIVCAST
(https://www.civcastusa.com).
Applications for Pre-qualification of Bidders and affidavits will be received at the Administration
and Engineering Office of the Cobb County-Marietta Water Authority, 1170 Atlanta Industrial Drive,
Marietta, Georgia 30066 until 4:00 p.m., local time, June 18, 2026. Notification of pre-
qualification status will be made by e-mail prior to the Bid Opening date.
A mandatory Pre-Bid Conference will be held for all Bidders beginning at 8:30 a.m., local time,
June 16, 2026, at the James E. Quarles Water Treatment Plant (WTP) Training Room, 4402
Lower Roswell Road, Marietta, Georgia 30068. A tour of the site to follow. Following the Quarles
WTP site visit, all Bidders will visit the Groover Mountain PS and the Wyckoff WTP site. Only
Bidders in attendance for the entire Pre-Bid Conference and site visits will be allowed to submit a
Bid for the Project.
All questions related to the Project shall be submitted shall be submitted electronically no later
than 4:00 p.m. local time, June 26, 2026 through CIVCAST (https://www.civcastusa.com).
Questions, if answered, will be addressed by addendum to the Contract Documents. Receipt of

any amendment to this Advertisement for Bids shall be acknowledged, in writing, and shall be
submitted with the Bid.
Copies of electronic Bidding Documents are available at https://www.civcastusa.com for
download and printing access. All Bidders are required to download a set of Bidding Documents
from the CIVCAST website. Bidders will be required to set up a CIVCAST account to access
Bidding Documents and Addenda. Hard copies of Bidding Documents are the responsibility of the
Bidders.
By obtaining the Bidding Documents, prospective bidder agrees to allow company information
(company name, address, phone and fax numbers) to be published as a registered planholder.
The Owner is not obligated to consider a Bidder's proposal if Bidder is not on record with CIVCAST
as having received a complete set of Bidding Documents from CIVCAST.
A list of planholders may be obtained through CIVCAST.
All Bids must be made out on the bid form to be obtained with the contract documents, in
accordance with the Instructions to Bidders. No interlineations, additions or deletions shall be
made in the bid form by the Bidder.
Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties
approved by the Owner for faithful acceptance of the contract, payable to, in favor of, and for the
protection of the Owner in an amount equivalent to five percent of the total amount payable by
the terms of the contract or, in lieu thereof, a certified check, cashier's check, or cash in equal
amount. The Bid Bond shall be prepared on the Bid Bond form attached to the Contract
Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal
and having as Surety thereon a surety company licensed to do business in the State of Georgia
and listed in the latest issue of U.S. Treasury Circular 570.
Each Bid must also be accompanied by a notarized Non-Collusion Affidavit of Bidder, Contractor's
License Certification, Affidavit Verifying Status for Cobb County-Marietta Water Authority Public
Benefit Application, and Security and Immigration Compliance Act Certification. Out-of-state
corporations and other entities must submit evidence of authority to conduct business in Georgia
as an out-of-state entity.
Each Bidder must be licensed in the State of Georgia at the time of the Bid. Bids shall be submitted
only under the legal name certified to transact business in Georgia by the Georgia Secretary of
State.
The Owner will in no way be liable for any costs incurred by any Bidder in the preparation of its
Pre-Qualification Application or its Bid in response to this Advertisement for Bid.
The successful Bidder will be required to furnish a Performance Bond, Payment Bond,
Certification of Contractor's Attorney, and Contractor's Affidavit and Agreement with the executed
Agreement meeting the requirements of the Contract Documents and executed on the forms
attached to the Agreement. The successful Bidder will also be required to furnish the Pre-
Construction Oath pursuant to O.C.G.A. 36-91-21 from every person who procures the
Agreement. The successful Bidder shall also provide an executed Subcontractor Affidavit for each
subcontractor working on the Project, using the form attached to the Agreement. The terms and
time for payment are set forth in the Agreement.

All Bids will remain subject to acceptance for sixty (60) days after the day of the Bid opening, but
Owner may, in its sole discretion, release any Bid and return the Bid security prior to that date.
The Owner reserves the right to reject any or all Bids, to waive informalities and re-advertise.
