NOTICE TO BIDDERS
BOROUGH OF MADISON, MORRIS COUNTY, NEW JERSEY
CO-LOCATION BY WIRELESS TELEPHONE CARRIERS AT THE MADISON AVENUE WATER TANK
AND CELL TOWER COMMUNICATIONS FACILITY
SEALED BIDS will be received by the Borough of Madison, County of Morris, State of New Jersey, in the Borough of
Madison Municipal Court Room, Hartley Dodge Memorial, 50 Kings Road, Madison, New Jersey on TUESDAY,
DECEMBER 2, 2025 AT 11:00 A.M., prevailing time, and at that time will be publicly opened and read for the CO-
LOCATION BY WIRELESS TELEPHONE CARRIERS AT THE MADISON AVENUE WATER TANK AND
CELL TOWER COMMUNICATIONS FACILITY. Bid prices shall remain firm for a period of sixty (60) days.
All bids must be submitted on the Proposal Form furnished by the Borough. Bids on any other forms will not be
accepted. Bid documents and specifications are available at the Borough Clerk's Office, 50 Kings Road, Madison, NJ
from 8:00 A.M. – 4:30 P.M., Monday – Friday or by emailing purchasing@rosenet.org with “Co-Location Madison
Avenue Water Tank” in the subject line and include contact name, company name, telephone number and fax number in
the body of the email.
Bids shall be addressed to the Borough Clerk, Borough of Madison, Hartley Dodge Memorial Building, 50 Kings Road,
Madison, New Jersey 07940.
Each Proposal must be enclosed in a SEALED ENVELOPE, properly endorsed with the name of the Bidder, with the
designation "BOROUGH OF MADISON, SEALED BID, CO-LOCATION BY WIRELESS TELEPHONE CARRIERS
AT THE MADISON AVENUE WATER TANK AND CELL TOWER COMMUNICATIONS FACILITY, TUESDAY,
DECEMBER 2, 2025, 11:00 A.M." Any envelope that is received that is not properly marked causing it to be
opened prior to the bid will be invalidated. Bids may be received before the hour designated in this office, if they are
mailed or hand delivered in person. The Borough of Madison will not be responsible for any bid that is sent by mail or other
form of carrier which is lost or which arrives after the bid date and time, TUESDAY, DECEMBER 2, 2025, 11:00 A.M.
The project includes, generally, but is not limited to:
1. Co-location on the existing Borough’s water tank
2. Use of existing subterranean vault
Sealed Proposals must be accompanied by: (1) a duly executed Bid Proposal Guarantee in the form set forth in the Bid
Package; (2) a certified check, cashier's check or bid bond payable to the Borough of Madison in an amount equal to 10%
of the bid (based upon the highest total bid, if alternative bids are involved), but not to exceed $20,000, and (3) a duly
executed Certificate of Surety and Power of Attorney on the standard New Jersey Statutory bond form, as set forth in the
Bid Specifications, issued by a surety company licensed to do business in the State of New Jersey and listed in the most
recent Federal Register (Circular 570).
The Borough of Madison reserves the right to reject any or all Bids, and to waive any informalities therein, and to accept
any bid that will be in the best interest of the Borough of Madison, according to N.J.S.A. 40A:11-1 et seq and N.J.S.A.
40A:12-1 et seq.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.
Proposals for this contract will be accepted only from bidders who have been properly qualified in accordance with the
requirements of the Specifications.
