The City of Tucson is requesting qualifications from experienced developers with expertise in affordable housing and mixed-income projects to serve as co-developer with El Pueblo Housing Development (EPHD)—the City’s nonprofit affordable housing subsidiary—for a 12-acre City-owned site. Respondents must demonstrate the capacity and track record to deliver a viable mixed-income residential community with a significant share of affordable housing.

Based on the qualifications received, a short list of finalists will be invited to submit a preliminary development concept from which a co-developer will be selected. The selected co-development partner will work with the City and community members to create and implement a detailed development plan that leverages funding opportunities and responds to Tucson’s housing needs.
Co-developer services will include planning, design, financing, construction, management, and long-term operation of a mixed-use, mixed-income, multiphase development on the South 10th Avenue site.
