Overview
Summary

The City of Winter Park is requesting sealed statements of interest and qualifications from licensed state-certified and qualified general contractor Construction Manager at Risk (CMAR) firms to furnish all work, necessary permits, and construction supervision for the construction of the New Fire Training Facility project, per terms, conditions, and specifications contained herein. The estimated project value for construction is $2.2M.

Background

The City of Winter Park Fire-Rescue Department, WPFD, is a multifaceted emergency response agency that provides for the emergency and safety needs of our residents and visitors.

The City of Winter Park is requesting sealed statements of interest and qualifications from licensed and qualified contractors to provide construction management services with Guaranteed Maximum Price for the construction of the new Fire Training Facility. The project involves the development of a fire training facility to include a 2 to 4 story pre-fabricated burn building for live fire training and a new open pavilion with restrooms and a seating area. Paved driveways, parking areas and a stormwater pond are also planned. In addition, a future 3-bay fire station is also programed. The Successful Respondent will manage all aspects of the construction process, ensure quality workmanship, adhere to safety regulations, and deliver the project on time and within budget. Liquidated Damages are set at $1,500.00/day.

The project will be located on a 1.6-acre site at 655 Wymore Road in Winter Park. The New City of Winter Park Fire Training Facility is expected to include functional areas typical of fire training facilities and includes perimeter security fencing.

It is the responsibility of the Successful Respondent to maintain full compliance with all applicable local, state, and federal requirements including, but not limited to, those promulgated by the City of Winter Park, Orange County, the Florida Department of Transportation, the Florida Department of Environmental Protection, the US Environmental Protection Agency, the St. Johns River Water Management District, and the Occupational Safety and Health Administration within the given time frame.

Minimum Project Requirements:

  • All construction work must be executed during regular business hours, Monday through Friday, unless otherwise approved by the City of Winter Park.
  • The construction management firm must have at least ten (10) years of experience in managing similar public safety projects/buildings.
  • All construction work must comply with the Florida Building Code (FBC), International Fire Code (IFC), National Fire Protection Association (NFPA) standards, and any other relevant local, state, and federal codes and regulations.
