The City of Casa Grande (City) is seeking a qualified Construction Manager at Risk (CMAR) to
provide preconstruction services and complete construction services as the CMAR for the City's
planned Sports Field Complex hereinafter referred to as "the Project." This CMAR is intended to
provide pre-construction services up to and including the creation of a guaranteed maximum price
for construction and then execute construction of the project.
Sports Field Complex
This Project(s) at Ed Hooper Park will provide more opportunities for youth and adult
leagues, regional and local tournaments, clinics, and practices across the city. The
Project(s) will include lighted baseball and softball fields, multipurpose sports and event
fields. For multi-sport use (leagues, regional and local tournaments and clinics), special
event space, and community use with lighting and expanded capacity.

SECTION 1 - PROJECT DESCRIPTION
The City of Casa Grande (City) is seeking a qualified Construction Manager at Risk (CMAR) to
provide preconstruction services and complete construction services as the CMAR for the City's
planned Sports Field Complex hereinafter referred to as "the Project." This CMAR is intended to
provide pre-construction services up to and including the creation of a guaranteed maximum price
for construction and then execute construction of the project.
Sports Field Complex
This Project(s) at Ed Hooper Park will provide more opportunities for youth and adult
leagues, regional and local tournaments, clinics, and practices across the city. The
Project(s) will include lighted baseball and softball fields, multipurpose sports and event
fields. For multi-sport use (leagues, regional and local tournaments and clinics), special
event space, and community use with lighting and expanded capacity.
SECTION 2 - SCOPE OF WORK
For this project, Construction Management at Risk (CMAR) will be responsible for working
with the design team. The CMAR will serve as the general contractor during the
construction of the project.
Before construction, the CMAR will assume the risk of delivering the project through a
guaranteed maximum price contract. The CMAR will be responsible for construction means
and methods. The CMAR may also self-perform work or solicit bids from qualified
subcontractors. The following are the minimum requirements of the CMAR:
A. During the pre-construction phase services by the CMAR may, at a minimum, be
required to:
1. Work with the design team in the development of final design plans and quantities,
including providing suggestions or recommendations for value engineering and other
potential cost-savings opportunities.
2. Develop Guaranteed Maximum Price (GMP) proposals to perform the work identified
in the plans developed by the project design team.
3. Identify any long-lead items required and plan for procurement.
4. Provide a conceptual schedule for the project, primarily the construction phase.
B. During the Construction phase services by the CMAR may, at a minimum be required
to:
1. Construct all improvements.
2. Coordinate with various City of Casa Grande departments, other agencies, utility
companies, etc.
3. Arrange for procurement of materials and equipment.
4. Maintain the approved project schedule.
5. Bid, award, and manage all construction-related contracts while meeting City
requirements for procurement of subcontractor and supplier bids.
6. Provide quality controls, including QA/QC testing.

7. Bond and insure construction.
8. Address and obtain federal, state, and local permitting requirements.
9. Assist in the resolution of owner issues.
10. Maintain a safe work site for all project participants.
C. Project Management
1. Project Management Plan - Prepare and submit for approval a project
management plan that includes:
a. Refined scope of services
b. Identify and list the project deliverables
c. Project schedule with needed project meetings identified an intermediate
milestone and document delivery dates established
d. Contact information for key contractor and agency staff
SECTION 3 - TERMS, CONDITIONS, AND INSTRUCTIONS
A. Definition of Terms Used in These Instructions
As used in these instructions, the following terms have the following meaning:
1. "Attachments" means all items required of the Submitter as a part of the submittal.
2. "Days" means calendar days unless otherwise specified.
3. "Exhibits" means all items attached to the solicitation.
4. "Submittal" means bid, submittal, quotation, and qualifications.
5. "Submitter" means a vendor or provider who responds to any type of solicitation.
6. "Contracts Manager" means the person duly authorized to enter into and administer
contracts and make written determinations concerning the Contract or its designee. For the
City of Casa Grande, that shall mean the Project Manager.
7. "Solicitation" means an invitation for bids (IFB), a request for submittals (RFP), or a request
for qualifications (RFQ).
B. Inquiries
1. Solicitation Contact Person; Other Contact Prohibited
Any inquiry related to a solicitation shall be directed solely to the City of Casa Grande Project
Manager identified in this proposal. The submitter shall not contact or direct inquiries
concerning this solicitation to any other employee unless the solicitation explicitly identifies
a person other than the Project Manager as a contact. All firms interested in this project
(including the 'firm's employees, representatives, agents, lobbyists, attorneys, and
subconsultants) will refrain, under penalty of disqualification, from direct or indirect contact
to influence the selection or create bias in the selection process with any person who may
play a part in the selection process, including the evaluation panel, the City Manager,
Deputy City Manager, Department Heads, and other staff. This policy is intended to create

a level playing field for all potential firms, to ensure that contract decisions are made in
public, and to protect the integrity of the selection process.

2. Submission of Inquiries
All inquiries are to be submitted via email ONLY. Each inquiry shall refer to this solicitation
in the subject line of the email. A list of all questions received and responses by the city
shall be made available to all interested parties by posting on the City's website six (6) days
before the submittal deadline.
3. Timeliness
Any inquiry should be submitted at least ten (10) calendar days before the submittal due
date and time. Failure to do so may result in the inquiry not being answered.
4. No Right to Rely on Verbal Responses
Any inquiry that raises material issues and results in changes to the solicitation shall be
answered solely through a written solicitation amendment. A submitter may not rely on
verbal responses to its inquiries.
C. Submittal Acceptance Period
By submitting a proposal pursuant to this solicitation, the submitter agrees that it shall hold its
submittal open for the number of days from the submittal due date that is stated in the
solicitation. If the solicitation does not explicitly state the number of days for submittal
acceptance, the number of days shall be one hundred twenty (120).
D. Cost of Submittal Preparation
The City of Casa Grande shall not reimburse any submitter the cost of responding to a
solicitation.
E. Certifications, Disclosure, and Disqualification
1. Non-collusion, Employment, and Services
By signing the Submittal form, or other official contract form, the submitter certifies that:
a. Submitter did not engage in collusion or other anti-competitive practices in connection
with the preparation or submission of its submittal; and
b. It does not discriminate against any employee, applicant for employment, or person to
whom it provides services because of race, color, religion, sex, national origin, or
disability, and it complies with all applicable federal, state, and local laws and executive
orders.

2. Disclosure
If the Contractor, business, or person submitting this submittal has previously been
debarred, suspended, or otherwise lawfully precluded from participating in any public
procurement activity, including being disapproved as a subcontractor with any federal, state,
or local government, or if any such preclusion from participation from any public
procurement activity is currently pending, the Submitter must fully explain the circumstances
relating to the preclusion or proposed preclusion in the submittal. If awarded, the submitter
must include a letter with its submittal setting forth the name and address of the
governmental unit, the effective date of this suspension or debarment, the duration of the
suspension or debarment, and the relevant circumstances relating to the suspension or
debarment. If suspension or debarment is pending, a detailed description of all relevant
circumstances, including the details enumerated above, must be provided.
3. Disqualification
The submittal of a submitter who is currently debarred, suspended, or otherwise lawfully
prohibited from any public procurement activity shall be rejected.
F. Award of Contract
1. Number or Types of Awards
Where applicable, the City of Casa Grande reserves the right to make multiple awards or
award a contract by individual line items, by a group of line items, or to make an aggregate
award, whichever is deemed most advantageous to the City of Casa Grande. If the
Contracts Manager determines that an aggregate award to one submitter is not in the City
of Casa 'Grande's interest, "all or none" submittals shall be rejected.
2. Prompt Payment Discount
Prompt payment discounts of thirty (30) days or more set forth in a submittal shall be
deducted from the submittal for the purpose of evaluating that price.
3. Contract Inception.
Submittal does not constitute a contract, nor does it confer any rights on the submitter to
award a contract. A contract is not created until the submittal is accepted in writing by the
Casa Grande City Council and executed by the authorized signature of the City Manager
and the Submitter.
G. Protests
Pursuant to Section 3.04.170 of the Casa Grande City Code, all protests shall be in writing and
filed with the Purchasing Officer of the City of Casa Grande. To be considered timely, a
solicitation protest must be filed within three (3) days after the protester knows or should have
known the basis of the protest. A protest shall include:
1. The name, address, and telephone number of the protester.
2. The signature of the protester or its representative.
3. Identification of the purchasing agency and the solicitation or contract number.

4. A detailed statement of the legal and factual grounds of the protest including copies of
relevant documents; and
5. The form of relief requested.
H. Solicitation Order of Precedence
In the event of a conflict in the provisions of this solicitation, the following shall prevail in the
order set forth below:
1. Solicitation.
2. Special Terms and Conditions, if any.
3. Specifications.
4. Exhibits.
5. Special Instructions to Submitters; and
6. Uniform Instructions to Submitters.
I. Persons With Disabilities
Persons with a disability may request a reasonable accommodation, such as a sign language
interpreter, by contacting the appropriate Contracts Manager. Requests should be made as
early as possible to arrange the accommodation. For example, a person requiring special
accommodation may contact the solicitation contact person responsible for this procurement
as identified on the first page of this solicitation.
SECTION 4 - SUBMITTAL REQUIREMENTS
The CMAR will be selected through a qualifications-based selection process. Firms interested in
providing CMAR services must submit a Statement of Qualifications (SOQ) that meets the criteria
outlined in this section. The information included in the SOQ response will be used to evaluate
your firm as part of any criteria, regardless of where that information is found in the SOQ.
Information obtained from the SOQ and any other relevant source, including an independent
investigation by the City, may be used in the evaluation and selection process.
The TOTAL PAGE LIMIT is Eight (8) pages, single-sided for the SOQ submittal. All SOQs shall
be submitted per the instructions below. Email copies will not be accepted. Only the required forms
identified in Appendix A are excluded from the eight-page limit.
A. Copies of Submittal
To be considered responsive, two (2) original copies of the SOQ document must be submitted in
a sealed envelope or box with the SOQ description:

The submitter's name and address indicated on the package, by the deadline date and time. The
original copy of the submittal document must bear the original signature of an authorized
representative of the submitter on the acknowledgment provided. The submittal must be
delivered to the following Location:

B. Forms
No Facsimile or Telegraphic Submittals. A submittal shall be made either on the forms provided
in this solicitation or their substantial equivalent. Any substitute document for the forms provided
in this solicitation shall be legible and contain the same information requested on the form. A
facsimile, telegraphic, or mailgram submittal shall be rejected.
C. Page Parameters
A page is defined as an 812 x 11-inch. An 11 x 17-inch page is not allowed to be submitted. A
portrait or landscape format is acceptable. A page with text on the front and back will count as two
pages. A page with text on the front and blank on the back will count as 1 page. All proposal
pages are counted from beginning to end to arrive at the maximum allowable page limit stated in
the RFQ Package. All pages, including covers, table of contents, tables, figures, photographs,
divider sheets, maps, etc., are counted as pages.
The City strongly suggests that firms use a 10-point or larger font for the body of the proposal.
The use of standard basic fonts, such as Arial and Times New Roman, found in all Microsoft
software and print drivers is highly recommended. The goal is to make the document clear
and legible. Proposal scores will be adversely affected if SOQs are not legible, or the font size
is too small to read by Selection Panel members.
D. Video or Multimedia Applications
No video clips or other multimedia applications are allowed. Failure to adhere to the guidelines
shall result in the rejection of the SOQ.
E. Attachments
The SOQ will require attachments, but these shall not be included in the page count. Do not
add additional pages, forms, documents, and attachments, including blank pages in this
section that are not explicitly listed or requested in the RFQ.
See Appendix A for a detailed list of attachments requested. Extra divider sheets, including
pages of any sort, blank or printed (regardless of the printed material on the page), separating
the main proposal from attachments should also not be included as this shall be counted as a
page.
The required forms must be typed or in ink. Erasures, interlineations, or other modifications in
the submittal must be initialed in ink by the person signing the submittal. Changes shall not be

permitted after submittals have been opened except as otherwise provided under applicable
law.
F. Duty to Examine
It is the responsibility of each submitter to examine the entire solicitation, seek clarification in
writing, and check its submittal for accuracy before submitting the submittal. Lack of care in
preparing a submittal shall not be grounds for withdrawing it after the submittal due date and
time, nor shall it give rise to any contract claim.
G. Amendments/Addenda
Each solicitation amendment or addendum, if any, shall be signed with an original signature by
the person signing the submittal and shall be submitted no later than the submittal due date
and time. Failure to return a signed copy of a material solicitation amendment will result in the
rejection of the submittal.
H. Submittal Amendment or Withdrawal
A submittal may not be amended or withdrawn after the submittal due date and time except as
otherwise provided under the City's Procurement Code or other applicable law.
I. Public Record
Under applicable law, all submittals submitted and opened are public records and must be
retained by the City of Casa Grande. Submittals shall be open to public inspection after
contract award, except for such submittals deemed to be confidential by the City Casa
Grande. If a submitter believes that information in its submittal should remain confidential, it
shall stamp as confidential that information and submit a statement with its submittal detailing
the reasons that information should not be disclosed. The City of Casa Grande shall make a
determination pursuant to the City of Casa Grande's Procurement Code and the Public
Records laws of the State of Arizona.
J. ADA and Accessibility Compliance of Documents in Response of this RFQ.
Submitter represents and warrants that all documents and all media submitted to the City in
response to this RFQ shall comply with all applicable federal and state accessibility laws and
regulations, and that these documents and media shall conform to the Web Content
Accessibility Guidelines (WCAG) 2.1, Level AA (or any successor standard adopted by the
United States Department of Justice or other applicable authority). If documents and/or media
are submitted that do not meet this requirement, the submittal may be deemed non-responsive.
If requested by the City, Submitter shall promptly correct, at no additional cost to the City, any
document and/or media determined by the City to be non-compliant with accessibility
requirements.
K. ADA and Accessibility Compliance of Deliverables.
Submitter represents and warrants that, if selected, all deliverables, work product, services,
materials, documents, websites, software, applications, digital content, and communications
provided under the resulting Contract (collectively, "Deliverables") shall comply with all
applicable federal and state accessibility laws and regulations, and that these deliverables shall
conform to the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA (or any successor
