PART 1 - INTENT AND GENERAL INFORMATION
REQUEST FOR QUALIFICATIONS
Sealed submittals will be received by the CITY OF WILDWOOD at City Hall located at 100 N Main
Street, Wildwood, Florida 34785 on or before the due date and time. Sealed submittals shall be delivered
to the "Utilities Department" window in City Hall. Submittals may also be received via electronic
submission via Demandstar.com. Respondent shall take careful notice of the following conditions of
this Request for Qualifications:
A. Submittals shall be delivered to the location stated above and on or before the due date/time
referenced. submittals shall be in sealed envelopes, boxes or other packaging with the Request for
Qualifications number and title clearly marked on the outside of the package. The company name
shall also be provided on the outside of the package.
B. Submissions by FAX or other electronic media other than DemandStar will not be accepted under
any circumstances. Late submissions will NOT be accepted under any circumstances.
C. Respondent (Respondents) may withdraw and/or replace submittals at any time until the deadline
for submission of submittals.
D. All questions received on or before the Last Day of Questions will be considered. Questions will
not be answered over the phone. Questions regarding the RFQ process must be in writing
and sent to Tika Black, Procurement Program Manager via email to tblack@wildwood-fl.gov or
faxed to (352) 330-1353 Attention: Tika Black, Finance.
E. Do not attempt to contact any City of Wildwood staff members, contracted project representatives
or any person with questions relating to this solicitation and project details. All questions shall be
directed to the Procurement Manager and/or Specialist. Anyone attempting to lobby City of
Wildwood representatives may be disqualified. Questions will be answered in a published
addendum from the date of issuance to the submission deadline date. Contact with all those
involved with evaluation and selection decisions is prohibited until the resulting contract is awarded
and enacted.
F. Any bidder affected adversely by an intended decision with respect to the award of any bid, shall
file with the City Clerk's Office of the CITY OF WILDWOOD, a written notice of intent to file a protest
not later than three (3) days (excluding Saturdays, Sundays, and established City legal holidays),
after the Notice of Intent to Award. Bid protest procedures may be obtained in The City Clerk's
Office, City Hall, 100 N Main Street, Wildwood, Florida 34785 between 8:00 A.M. to 5:00 P.M.
Monday through Friday.
G. It is the sole responsibility of each Respondent to monitor the City's website (www.wildwood-
fl.gov) and Demandstar.com for any and all bid documents, including addendums.

PART 2 - INTRODUCTION
PURPOSE
The purpose of this Solicitation is to select and contract with one qualified CMAR/Contractor to provide
Construction Manager at Risk (CMAR) services for the City of Wildwood's Police Department Substation and
Public Works Annex South projects. The selected Construction Manager at Risk (CMAR) shall provide
preconstruction and construction phase services for both projects in accordance with the requirements set
forth in this Solicitation. The intent of the City is to award a single contract to one qualified CMAR/Contractor
that demonstrates the experience, qualifications, and ability to successfully manage and deliver both
projects.
The City of Wildwood ("CITY") invites submittals from qualified Respondents to provide Construction
Manager at Risk (CMAR) services for the preconstruction and construction phases of the Police
Department Substation and Public Works Annex South projects. It is necessary for Respondents to
read the information contained in this Request for Qualifications (RFQ), understand how to submit their
submittal, what documents must accompany the submittal, and what legal obligations the Respondent
is undertaking by submitting a complete submittal. The CITY may select, or not select, at its sole
discretion, the Respondent that the CITY determines will best meet its needs.
SELECTION PROCESS
Selection will be based on the criteria as defined within this RFQ. Selection of the Respondent will be
in accordance with Florida Statute 287.057.
SUBMITTAL FORMAT AND REQUIREMENTS
To be considered, prospective Respondents must submit a complete response as required by the
RFQ checklist of items found in Part 1. Vendors must submit evidence of their ability to provide
complete, thorough and comprehensive responses and information for each of the components of the
RFQ.
GENERAL SELECTION CRITERIA
The CITY's intent is to minimize the cost to vendors who are responding to this request for qualifications;
therefore you are encouraged to be brief and succinct. Thick volumes of background and general
marketing material will not be appreciated and will not carry favor with the reviewers. We are seeking
thoughtful, tightly focused submittals that document suitability for the services requested.
The services being sought under this RFQ are considered to be professional in nature. The Respondents
will be evaluated based upon the capabilities of the Respondents and will result in an award that is in the
best interest of the CITY. Factors to be considered in the evaluation include:

The selection process incorporates these general criteria as well as those identified in Part 3 - Scope of
Services, Part 4 - Evaluation and Award, and any addendums released as part of the RFQ competitive
process.
ADDITIONAL CONDITIONS
The following are conditions incorporated into the request for qualification collection, evaluation, and
awarding processes:
A. Receiving Submittals: The City reserves the right to reject any or all submittals received, to request
additional information, or to extend the deadline for submittals.
B. Confidentiality of Documents: Upon receipt of submittals by the City, the submittals shall become
the property of the City without compensation to the proponent, for disposition or usage by the City
at its discretion. Pursuant to Florida Statute, Section 119.071(1)(b)2, all submittals that are
submitted shall be subject to review as public records 30 days from due date or Notice of Intent
to Award, which ever comes first.
C. Costs to Prepare Responses: The CITY assumes no responsibility or obligation to the
Respondents and will make no payment for any costs associated with the preparation or
submission of these submittals.
D. Equal Employment Opportunity: During the performance of the resulting contract, the Vendor
agrees as follows: The Vendor will not discriminate against any employee or applicant for
employment because of race, color, religion, sex, age, national origin, place of birth, or physical
handicap.
EXAMINATION OF SUBMITTAL DOCUMENTS
Each vendor shall carefully examine the Scope of Services and other applicable documents, and inform
himself/herself thoroughly regarding any and all conditions and requirements that may in any manner
affect cost, progress or performance of the work to be performed under the Contract. Ignorance on the
part of the Vendor will in no way relieve him/her of the obligations and responsibilities assumed under
the contract.
Should a vendor find discrepancies or ambiguities in, or omissions from the Scope of Services, or should
he/she be in doubt as to their meaning, he/she shall at once notify the City of Wildwood in writing.
INTERPRETATIONS, CLARIFICATIONS AND ADDENDA
No oral interpretations will be made to any vendor as to the meaning of the RFQ/Contract Documents.
Any questions or request for interpretation received IN WRITING by City of Wildwood before the
stated response submittal deadline, will be given consideration. All such changes or interpretations
will be made in writing in the form of an addendum and, if issued, will be distributed prior to the
established RFQ opening date. Each Vendor shall acknowledge receipt of such addenda in the
space provided on the Proposal Form (see submittal Attachment H1).
In case any Vendor fails to acknowledge receipt of such addenda or addendum, his/her RFQ submittal
package will nevertheless be construed as though it had been received and acknowledged and the
submission of his/her RFQ will constitute acknowledgment of the receipt of the same. All addenda are a
part of the RFQ Documents, and each Vendor will be bound by such addenda, whether or not received
by him/her. It is the responsibility of each Vendor to verify that he/she has received all addenda issued
before the established RFQ scheduled response submittal deadline.

GOVERNING LAWS AND REGULATIONS
The Vendor is required to be familiar with and shall be responsible for complying with all federal,
state and local laws, ordinances, rules and regulations that in any manner affect the work.
PREPARATION OF SUBMITTAL
Signature of the Vendor: The Vendor must sign the submittals forms in the space provided for the
signature. If the Vendor is an individual, the words "Doing Business As ________" which shall appear
beneath such a signature. In the case of a partnership, the signature of at least one of the partners
must follow the vendor's name and the words, "Member of the Vendor" should be written beneath
such a signature. If the Vendor is a corporation, the title of the officer signing the RFQ submittal
response on behalf of the corporation must be stated and evidence of his/her authority to sign the RFQ
forms. The Vendor shall state in the Proposal Form the name and address of each person interested
therein.
FISCAL YEAR FUNDING APPROPRIATION
Unless otherwise provided by law, a contract for supplies or services may be entered into for any period
of time deemed to be in the best interest of the City of Wildwood, provided the term of the contract
and conditions of renewal or extension, if any, are included in the solicitation and funds are available for
the fiscal period at the time of the contract. Payment and performance obligations for succeeding fiscal
periods shall be subject to appropriation by the City of Wildwood funds thereafter.
When funds are not appropriated or otherwise made available to support continuation of performance
in a subsequent fiscal period, the contract shall be cancelled, and the Contractor shall be entitled to
reimbursement for the reasonable value of any nonrecurring cost incurred but not advertised in the
price of the supplies or services delivered under the contract or otherwise recoverable.
TAX EXEMPT STATUS
The City of Wildwood is a governmental agency under Florida law and exempt from Florida sales tax.
The tax-exempt number will be provided upon request. This exemption does not apply to goods and
services purchased separately by a Contractor in connection with its contract obligations. The Contractor
shall be responsible for paying any taxes, fees, or similar payments that are required to be paid in
connection with the contract work.
PROTECTION OF RESIDENT WORKERS
The City of Wildwood actively supports the Immigration and Nationality Act (INA) which includes
provisions addressing employment eligibility, employment verification, and nondiscrimination. Under the
INA, employers may hire only persons who may legally work in the United States (i.e. citizens and
nationals of the U.S.) and aliens authorized to work in the U.S. The employer must verify the identity
and employment eligibility of anyone to be hired, which includes completing the Employment Eligibility
Verification Form (I-9). The Contractor shall establish appropriate procedures and controls so no services
or products under the Contract Documents will be performed or manufactured by any worker who is not
legally eligible to perform such services or employment. The Contractor must be able to verify an
employee's eligibility to work in the U.S. upon demand by the City of Wildwood throughout the duration
of the contract.

CITY OF WILDWOOD
The City of Wildwood is a unit of local government and as such reserves the right to reject any
and/or all RFQ packages, reserves the right to waive any informalities or irregularities in the RFQ or
examination process, and reserves the right to award the RFQ and/or contracts in the best interest of the
City of Wildwood.
CONFLICT OF INTEREST DISCLOSURE
Each Respondent shall complete and have notarized the attached disclosure form of any potential
conflict of interest that the Respondent may have due to ownership, contracts, or interest associated with
this project.
PUBLIC ENTITY CRIMES
Pursuant to Section 287.132 and 287.133 Florida Statutes, the City, as a public entity, may not
consider a submittal package from, award any contract to, or transact any business in excess of the
threshold amount set forth in Section 287.017 Florida Statutes with any person or affiliate on the
convicted contractor list for the time periods specified unless such person has been removed from the
list pursuant to law.
TRUTH IN NEGOTIATIONS
The Respondent certifies to Truth-in-N egotiations and the wage rates and other factual unit cost
supporting the compensation are accurate, complete, and current at the time of contracting. Further, the
original contract amount and any additions thereto shall be adjusted to exclude any significant sums
where the City determines the contract price was increased due to inaccurate, incomplete, or non-current
wage rates and other factual unit costs. Such an adjustment must be made within one (1) year following
the end of the contract.
RIGHT TO AUDIT RECORDS
The City of Wildwood shall be entitled to audit the books and records of the Contractor or any sub-
Contractor to the extent that such books and records relate to the performance of the Agreement or any
subcontract to the Agreement. Such books and records shall be maintained by the Contractor for a period
of three (3) years from the date of final payment under the Agreement and by the sub- Contractor for a
period of three (3) years from the date of final payment under the subcontract unless a shorter period
is otherwise authorized in writing.
TERM OF CONTRACT
Services performed pursuant to this Agreement shall commence upon execution of the Agreement and
issuance of a Notice to Proceed for the applicable project(s). The selected Construction Manager at Risk
(CMAR) shall provide all required preconstruction and construction phase services for the Police
Department Substation and Public Works Annex South projects. The Agreement shall remain in effect
until final completion and acceptance of both projects by the City, unless earlier terminated in accordance
with the terms of the Agreement. The City reserves the right to delay the commencement of either project
or to phase the projects as funding, design, scheduling, or operational needs require.

PART 3 - SCOPE OF SERVICES
The City is seeking Construction Manager at Risk (CMAR) services for the concurrent development of two
municipal facilities: the Wildwood Police Department Substation and the Wildwood Public Works Annex
Facility (South). Both projects are proposed to be delivered simultaneously to maximize coordination,
efficiency, and cost control, and will require careful planning of logistics, phasing, and resource allocation.
Both facilities are located near the intersection of Central Parkway and Marsh Bend Trail in The Villages,
Florida. The projects are intended to support critical public safety and public works operations while
maintaining compatibility with the surrounding community's architectural character and development
standards.
Wildwood Police Department Substation
The Police Substation will consist of an approximately 7,400-square-foot law enforcement facility situated
on an approximately 1-acre site. The facility is designed to enhance public safety operations, improve
response times, and provide a secure, functional environment for law enforcement personnel.
The site layout incorporates two distinct operational parking zones to balance public access with security:
* Public Access Zone: Dedicated visitor parking with direct and safe access to the main lobby.
* Secured Law Enforcement Zone: A fully fenced, restricted-access area for police vehicles and
personnel, including secure rear and side building access points.
The building will be constructed utilizing Type V construction methods, including:
* CMU exterior walls
* Stucco finish with selective brick veneer accents
* Engineered wood truss roofing system
* Structural steel elements framing the architectural entry feature
Interior spaces are organized into secure and functional sectors, including:
* Public lobby and administrative offices: Features a secure main entry lobby, public transaction
windows, administrative offices, work/ filing room and Conference Room.
* Operational and Fleet Support: Areas dedicated to shift briefs, report writing, evidence area/lockers,
Interview Rooms and Criminal Investigation Department (CID) office area & storage.
* Officer Wellness and Readiness: Break room and Training area Room that support staff during
shifts.
* Storage Areas: Secure physical storage areas for law enforcement equipment, and IT/Data
infrastructure.
* Approximately 855 square feet of flexible space reserved for future buildout

Wildwood Public Works Annex Facility - South
The Public Works Facility - South will consist of an approximately 6,120-square-foot operations building
with an additional 1,000-square-foot mezzanine for storage, located on an approximately 2.5-acre site. The
facility is intended to support essential Public Works functions and operational needs.
The building will include:
* Administrative office space
* Sign fabrication workshop
* Warehouse and storage areas for equipment, materials, and vehicles
* Mezzanine level for additional storage capacity
Site improvements will include:
* Fenced outdoor material storage areas organized with bin blocks and recessed from property lines
* Employee and fleet parking areas
* Screened trash enclosure and transformer pad
* Chain-link perimeter fencing with a sliding access gate designed for heavy equipment and service
vehicles
The structure will be a pre-engineered metal building incorporating:
* CMU lower facade with stucco finish
* Insulated metal panels for upper walls and roofing
Site Design and Aesthetic Considerations
Both facilities have been designed with architectural elements, materials, colors, and massing that are
consistent with and complementary to the surrounding development within The Villages. Landscaping will
be a key component of both sites, with extensive perimeter plantings to enhance visual appeal and provide
screening of operational areas, particularly outdoor storage and equipment.
Project Delivery Expectations
The selected CMAR will be responsible for providing preconstruction and construction services for both
facilities, including cost estimating, constructability review, scheduling, value engineering, and coordination.
The CMAR will be expected to manage both projects concurrently, ensuring efficient use of resources
while maintaining schedule, budget, and quality objectives.
