The North Carolina State Port Authority is accepting proposals for a Construction
Manager at Risk for the Berth 6&7 Improvements project at Port of Morehead City. Due
February 20th 2026 in the Maritime Building, 2202 Burnett Blvd, Wilmington, NC
28401.
This project consists of reinforcement of the existing steel sheet pile bulkhead and
rehabilitation of the apron along the approximately 1,000-foot-long Berth 6–7. This
project is located at the port of Morehead City and has an estimated construction budget
of $25,800,000.00.

This project consists of reinforcement of the existing steel sheet pile

foot-long Berth 6–7.

The base bid includes installing a new bulkhead waterward of the existing
bulkhead at Berths 6 and 7, with a future average mudline of -47.0 feet.
The scope also covers new soil anchors, extension of existing stormwater
outfalls through the new bulkhead, and corrosion protection. In addition,
the work involves demolition and replacement of existing fenders at the
west end of Berth 7 to align with the new berthing line, along with repairs
to the Berth 7 return wall. Additionally, the apron on Berth 6 and 7 needs
to be repaired including replacing the freight rail, concrete deck as well as
the stormwater drainage system.

The Construction Management Fee will be a fixed number that will be
reasonably negotiated between the CM at Risk, the Owner, and the State
Construction Office.

D. Financials – Attach latest balance sheet and income statement if available, based on
company type. Audited statements preferred. If not available, attach a copy of the latest
annual renewal submission to the relevant licensing board. Indicate Dunn & Bradstreet
rating if one exists. (Firms must submit financial data and may clearly indicate a request
for confidentiality to avoid this item becoming part of a public record.)
E. Attach letter from Surety Company or its agent licensed to do business in North Carolina
verifying proposer’s capability of providing adequate performance and payment bonds
for this project.
F. List all construction projects performed by the proposer for agencies and institutions of
the State of North Carolina during the past 10 years.
