  • Summary Denver is soliciting proposals for professional services. The city is seeking community-based organizations to run climate-resilient neighborhood engagement campaigns. These campaigns will be tailored to the communities they serve. CASR anticipates awarding one or more contracts up to $480,000 for a three (3) year term. A total of up to $2,400,000 may be available.
Summary

The Office of Climate Action, Sustainability and Resiliency (CASR), on behalf of the City and County of Denver, is seeking qualified organizations to lead neighborhood engagement campaigns. These campaigns will focus on climate action and behavior change. They will also focus on neighborhoods that are part of Denver's Neighborhood Equity & Stabilization (NEST) program . CASR anticipates awarding one or more contracts up to $480,000 for a three (3) year term. The City reserves the right to offer the chosen proposers one or more extensions of the Contract for up to an additional two (2) years and additional funding if it comes available under this RFP.

Purpose

CASR seeks one or more qualified organizations to lead climate-resilient neighborhood engagement campaigns. Qualified organizations must be community-based. Respondents should offer actionable solutions that the community members can implement. These solutions should aim to reduce vulnerabilities and increase resiliency to the effects of climate change.

Community-based organizations will lead campaigns to provide information to community members and stakeholders. The campaign will also gather information from participants to tailor solutions and strategies for their community. Solutions should be available and accessible for community members to adopt. These solutions will help increase neighborhood resilience and reduce the impacts of climate change. All selected organizations will be expected to work with CASR to advance CASR-run programs, incentives, and strategies.

Goal

The goal of this work is to engage and build trust with the community on climate action and resiliency. The Community Climate Ambassadors/Promotoras Climacticas support community members to adopt sustainable behaviors and navigate city programs.

Required Insurance:

The City does not negotiate insurance requirements or contract insurance language and any objections not raised formally in the selection process are waived.

It is strongly recommended that all applicants prepare Certificate of Insurance (COI)'s for all insurance as soon as possible to expedite the contracting process.

Review the Sample Agreement for the required insurance amounts under paragraph 9 of this RFP, the required insurance coverages are as follows:

  • Workers’ Compensation and Employer’s Liability Insurance
  • Commercial General Liability
  • Business Automobile Liability
  • Professional E&O (Errors and Omissions)

  • 04/14/2025: Issuance of RFP via BidNet
  • 04/23/2025: Pre-Proposal Meeting at 10:00 a.m. MT
  • 04/25/2025: Any final questions regarding this RFP must be submitted via BidNet by 10:00 a.m. MT
  • 05/02/2025: CASR will issue responses to all questions via BidNet
  • 05/12/2025: Final submissions due by 10:00 a.m. MT
