Cleona Borough 2025 Alley Paving Project

Project Description: Sealed proposals will be received electronically via the PennBid Program by Cleona Borough, Lebanon County, for the Cleona Borough 2025 Alley Paving Project until 10:00 a.m. prevailing time on Friday, September 5, 2025 at which time the bids will be opened, with the bid results posted on PennBid shortly thereafter.

Each proposal must be accompanied by a bank cashier's check or bid bond (in the required form) for ten percent (10%) of the bid total. If a bank cashier’s check is used, it must be delivered to the Owner’s address prior to the Bid opening and must be enclosed in an opaque envelope with the project title and the name and address of Bidder.
The proposed work on East Union and East Liberty Alleys between Garfield and Christian Streets generally involves variable depth profile milling followed by installation of a leveling course, paving fabric, and an 1-½” overlay.
Bidders are advised that prevailing wage rates and record-keeping procedures established by the Pennsylvania Department of Labor & Industry shall apply for bids exceeding $100,000 and that minimum salaries and wages as set forth in the Contract Documents shall be paid on the project. Bids of $100,000 or less are exempt from prevailing wage rates.
Cleona Borough hereby reserves the right, which is understood and agreed to by all bidders, to reject any and all bids and to waive any omissions, errors, mistakes, defects or irregularities in any bid at its sole discretion.
