Summary of Revisions: The following changes have been made to PON 4924, Clean Green Schools Initiative:

• P-12 Schools: has been deleted from the title.
Section II. Program Definitions has been updated.
• Section III. School Eligibility has been updated.
• Section IV. Program and Application Requirements – Track I has been updated.
• Section V. Program and Proposal Requirements – Track II has been updated.
• Section VI. Track II – Proposal Evaluation has been updated.
• Attachment B – Track II School Authorization Form has been updated.
• Attachment C – Sample Agreement has been updated.
• Attachment D – Track II Proposal Template has been updated.
• Attachment E – Track II Building Impacts Table is a new attachment.
• Attachment F – Track II Milestone Payment Schedule has been updated.
• Various programmatic clarifications including, but not limited to, applicant and project eligibility, funding amounts and caps, an additional round of Track II, program requirements and an updated evaluation criteria for Track II.

The goal of the program is to help public schools that traditionally lack resources to invest in infrastructure improvements become healthier, more productive learning environments. The program aims to improve the environmental sustainability of those schools by reducing school energy loads, decarbonizing their building portfolio, improving indoor air quality (IAQ) and providing clean energy educational opportunities.

* Track I - Planning: Track I is open-enrollment and provides funding for professional services such as energy studies, on-site energy manager, and fiscal advisors to help schools evaluate, plan for, and facilitate comprehensive energy reduction, decarbonization, environmental sustainability, and indoor air quality projects.

*Track II - Installation: Track II is competitive and provides funding for schools to implement construction projects that decarbonize their building portfolio, such as comprehensive retrofits that impact energy consumption and overall building load, electrification readiness projects, and conversion of central heating and/or cooling plants to clean energy technologies such as heat pumps.

*Track I and II: Track I and Track II will support a range of workforce development and student educational activities for P-12 students which explore, support or promote decarbonization efforts in their school and community (e.g. internships, clean energy research projects, clean energy training programs, etc.).

Eligibility/Qualifications Requirements/Preferences:

• Track I: All public school districts across NYS that are designated as High-Needs by the New York State Education Department or have at least one building which is located in a disadvantaged community.

• Track II: All public school districts across NYS that are designated as High-Needs by the New York State Education Department or school buildings which are located in a disadvantaged community.
