Summary
The City of Pueblo, Colorado (the "City") is requesting proposals from qualified firms (each a "Proposer") to furnish temporary laborers and crew supervisors to supplement City staff during the "Clean and Connected Pueblo" cleanup campaign. The selected firm (the "Contractor") will provide all labor, supervision, personal protective equipment (PPE), and worker transportation needed to staff community drop-off sites and litter abatement crews from October 20, 2026 through December 19, 2026 as outlined in the SCOPE OF SERVICE & PROJECT REQUIREMENTS .
Because services start soon after the proposal due date, the awarded Proposer(s) must be able to provide insurance certificates and fully mobilize crews by the first day of field services.
The awarded Contractor shall be responsible fo r all administration, personnel, supervision, management, labor, programs, staffing materials, travel (if necessary), insurance, and profit necessary to provide the services requested in this Request for Proposal (RFP).
Background
Clean and Connected Pueblo is an approximately two-month, City-led campaign to remove bulky waste from neighborhoods and clean up public spaces. The campaign has two components:
- Community Drop-Off Sites. Three days per week (generally Tuesday, Thursday, and Saturday), the City will set up dumpsters at sites in different areas of the City so residents can drop off large waste items. These include furniture, mattresses and box springs, appliances (refrigerated and non-refrigerated), tires, scrap metal, green waste (branches, leaves, and similar), batteries, and other bulky items.
- Litter Abatement. On the Wednesdays and Fridays between drop-off days, the City will send litter abatement crews to clean up public areas.
The City will provide the dumpsters, hauling and disposal, trash bags, and other cleaning supplies and materials. The Contractor will provide the workforce and crew leadership that makes these operations run safely and efficiently each day, working under the City's direction.
