Summary

The City is seeking a current market review study and requires the service of an experienced consulting firm to assist in the analysis of existing systems and/or design of new system methodologies for classification and compensation.

The City of Prescott is approximately 90 miles northwest of the Phoenix metropolitan area. The City has a population of almost 49,000 and is the county seat of Yavapai County. The City operates under a council-manager form of government and is a full-service city, including Police and Fire services. The City has 626 full-time budgeted employees in approximately 175 different position classifications.

The City wants to ensure both salary ranges and actual salaries are competitive in the challenging labor market and seeks recommendations to ensure sustainability. When surveying hard to fill or high demand jobs such as police officers, legal, planning, engineering, skilled trades, and IT positions, the City would like to broaden the outreach and utilize larger public sector entities, and/or regional data for comparisons.



Background

The City of Prescott desires to maintain an internally and externally equitable, yet market competitive, classification and compensation plan to implement and assist with efforts to attract and retain a highly qualified workforce. The City retained a firm to conduct a Total Compensation study in 2019/2020 with study recommendations implemented in 2021. As the current classification and compensation model enters its sixth year, City staff believe that a new study will ensure a fair, market-competitive, and fiscally responsible compensation system while supporting effective public service delivery.
