Notice of Bid
The City of Pigeon Forge is requesting bids from qualified vendors on a Class 5 4x4 Crew Cab-and-
Chassis Vehicle and Rescue Body Remount.
for the City of Pigeon Forge Fire Department. Bid specifications are enclosed or may be obtained at the
Pigeon Forge Fire Department Monday through Friday between the hours of 8:00 am to 4:30 pm.
Proposals not meeting the requirements will be rejected.
The City of Pigeon Forge reserves the right to reject any or all bids or to accept the deemed most
favorable to the city. We also reserve the right to accept any portion or all of a bid.
Bids must be good through January 30th, 2027, with the option to extend the bid price for an additional
year.
Bidder agrees by placing bid that no bills will be submitted to the Pigeon Forge Fire Department until
all items on order are received and accepted by the Pigeon Forge Fire Department as correct.
Bids will be received by the City of Pigeon Forge until 3:30 pm on August 31, 2026, at which time they
will be opened and read aloud.

LEGAL RIGHT TO SPECIFY
The Pigeon Forge Fire Department (for the remainder of this section referred to as the "specifier")
chooses to exercise its legal right to specify as determined by the U.S. Supreme Court's affirmation of
the decision handed down in the case of Whiten Corp. vs. Paddock. by the U.S. District Court of
Massachusetts, the First Federal District Court, which in effect states:
1) That as trained professionals; specifiers make informed judgments on products that they
feel best serve their needs. Also, that proprietary specifications (if chosen) DO NOT violate
any antitrust laws. technically, very few brands of material or equipment are exactly alike,
and if the specifier wants to limit the specifications to one source, he has the right to do so
and enforce it.
2) Only the specifier has the responsibility and judgment for determining whether
a proposed Substitution an "or equal".
3) That from start to finish in the purchasing process, only the specifier can ultimately decide
if another desirable product is available in lieu of the specification.
4) Finally, that the courts conclude "the burden is on the supplier or manufacturer, who has
NOT been specified, to convince the specifier that their product is equal for the purpose
of a particular project".
The specifier has determined that this product specification shall represent the product to which all
offerings shall be_compared. Due to the fact that fire firefighting is an ULTRAHAZARDOUS,
UNAVOIDABLY DANGEROUS activity, only trained Fire Department personnel with specific
knowledge in the area of Personal Protective Equipment shall be allowed to make the final
determining decision on the selection of the appropriate product to serve the Pigeon Forge Fire
Department's needs.

General Requirements
The successful bidder shall furnish one (1) new, unused, current model-year Class 5 Crew Cab four-wheel-drive
cab-and-chassis vehicle suitable for emergency service upfitting. The vehicle shall meet or exceed all
specifications listed herein.

Center Console
The center "20" portion of the front seat shall be removed and replaced with a center console.
The console shall be an all-in-one unit including a faceplate to mount radio/siren brackets, cup holders,
storage area, padded arm rest, and driver side access panel.
The storage area is extra deep, as it goes all the way down to the floor.

Front Bumper Turret
A monitor package with a 12V monitor, a low-flow nozzle, and a joystick controller shall be provided and
mounted on the front bumper.
The 350 gpm-rated monitor is to be an all-electric single waterway monitor constructed of lightweight
Pyrolite. The monitor shall have cast-in turning vanes in each elbow. The monitor shall have fully
enclosed motors and gears with manual overrides for both horizontal and vertical rotation and may be
operated simultaneously.
The monitor is not to exceed 13 3/16" high and 11 9/16" wide. The vertical travel shall be from 45' below
to 90' above horizontal with adjustable stops at -20' and +45'. The horizontal rotation shall be 320' with
adjustable stops at 90'.
The control system electronics shall be integrated with the monitor wiring harness. The control system
shall use sealed, locking connectors for the monitor and nozzle motors. Two additional sealed, locking
connectors shall be supplied for input power/electric valve control.
A sealed USB connector shall be provided for updating control system firmware. All electrical
connectors shall be a minimum IP65-rated. The operator interface shall consist of a CAN bus-compatible
joystick, which will provide up, down, right, left, fog, and stream control of the monitor. The joystick
shall include a trigger switch to control an optional electric-discharge valve.
The monitor shall include a 5' long power/valve harness and a 20' long CAN joystick harness.

The installation of graphics, lettering, and striping shall be installed on the Class 5 4x4 Crew Cab-and-
Chassis Vehicle as specified by the Fire Department.

graphics, lettering, and striping shall be installed on the rescue body.

Rescue Body Remount
The rescue body shall be removed from the Fire Department-provided vehicle and remounted onto a 2027
Class 5 4x4 Crew Cab-and-Chassis Vehicle. This includes removing all wiring, radios, traffic preemption,
and cameras from the fire department-supplied vehicle, and reinstalling the removed components into the
2027 Class 5 4x4 Crew Cab-and-Chassis Vehicle,
fabricating a mounting system to fit the rescue body to the new chassis, and integrating the components to
deliver a seamless finished product.
Removal of the Exhaust source capture component from the Fire Department provided vehicles' exhaust
and reinstalling on the 2027 Class 5 4x4 Crew Cab-and-Chassis Vehicle.
Removal of the Kussmaul charging system from the Fire Department provided vehicle and reinstallation
on the 2027 Class 5 4x4 Crew Cab-and-Chassis Vehicle.
