Lobby of the Biden National Guard/Reserve Center, 1 Vavala Way, New Castle, Delaware 19720 until
1:00 PM local time on Tuesd ay, June 2, 2026, at which time they will be publicly read aloud in the Multi-
Purpose Room.
Bidders are required to show identification at the Guard Booth when entering the site and must sign in at
the Security Officers desk once inside. Please allow sufficient time to comply with these
requirements. No exceptions. Bidder bears the risk of late delivery. Any bids received after the stated
time will be returned unopened.
The new construction of a garage expansion for the Civil Support Team, located at Smyrna
Readiness Center, 103 Artisan Drive, Smyrna, DE 19977.
Attention is called to the construction schedule as detailed in the Contract Documents.
A MANDATORY Pre-Bid Meeting will be held on Wednesday, May 6th, 2026 at 1:00 PM local time at
103 Artisan Drive, Smyrna, DE 19977 for the purpose of establishing the listing of subcontractors and to
answer questions. Representatives of each party to any Joint Venture must attend the meeting.
ATTENDANCE OF THIS MEETING IS A PREREQUISITE FOR BIDDING ON THIS CONTRACT.
Sealed bids shall be mailed and addressed to the Delaware Army National Guard, 1 Vavala Way,
New Castle, Delaware 19720; ATTN: Christopher Watkins, Business Manager. The outer envelope
should clearly indicate: "DEARNG Contract 2023-25; ARNG2325R-CSTGARAGE - CST
Garage Expansion - SEALED BID - DO NOT OPEN."
Contract documents may be obtained at Reprographics Center, Inc., 298 Churchmans Road, New
Castle, DE 19720, phone (302) 328-5019 upon receipt of $75 per electronic set, non-refundable. Checks
are to be made payable to "StudioJAED".
Minority Business Enterprises (MBE), Disadvantaged Business Enterprises (DBE), Women-Owned
Business Enterprises (WBE) and Veteran-Owned Business Enterprises (VBE) will be afforded full
opportunity to submit bids on this contract and will not be subject to discrimination on the basis of race,
color, national origin or sex in consideration of this award.
Each bid must be accompanied by a bid security equivalent to ten percent of the bid amount and all
additive alternates. The successful bidder must post a performance bond and payment bond in a sum
equal to 100 percent of the contract price upon execution of the contract. The Owner reserves the right to
reject any or all bids and to waive any informalities therein. The Owner may extend the time and place for
the opening of the bids from that described in the advertisement, with not less than two calendar
days' notice by certified delivery, facsimile machine or other electronic means to those bidders receiving
plans.
