The Town of Berlin is soliciting proposals to retain a qualified Architectural/Engineering Firm (herein after referred to as firm, proposer, responder, architect) to conduct an assessment, prepare design documents, project estimates, obtain permitting approvals, provide bidding assistance, and construction administration services for the Paper Goods Dam (CT ID #707) (herein after referred to as the dam) located at Paper Goods Pond in Berlin, CT. The most recent inspection report and summary of suggested mitigation efforts (Attachment A) provides the full background on Paper Goods Dam.
This RFP is not a contract offer, and no contract will exist unless and until a written contract is signed by the Town and the successful proposer. Interested parties should submit a proposal in accordance with the requirements and directions contained in this RFP. The Town may choose not to select any firm. The 2025 inspection of the Paper Goods Pond Dam (Attachment A) assessed the dam to be in Poor condition overall, with multiple recommendations detailed in the inspection report.
General Description of Dam: Stone masonry arch structure approximately 73 feet long with a maximum height of approximately 30 feet and a crest width of 4 feet. Dam includes a 61-foot-long broad crested spillway weir. Dam impounds flows of the Mattabesset River in Berlin to create the Paper Goods Pond impoundment. Dam built into natural rocks for its entire length. Appurtenant structures include a 16” blowoff near the center of the dam with operator stand adjacent to the left spillway abutment. Also, upstream concrete training walls at each dam abutment.
