INTRODUCTION
The Gerald R. Ford International Airport Authority (GFIAA) is requesting Statements of Qualifications from
qualified firms to provide professional consulting services on an as-needed basis for the GFIAA's Cityworks
asset management system which includes Part 139 inspections, tracking, and reporting, Safety Management
Systems (SMS) reporting and inspections, and serves as the computerized maintenance management system
for asset maintenance teams.
The Gerald R. Ford International Airport is the second busiest airport in Michigan, serving business and leisure
travelers with nonstop and connecting flights to over 30 direct destinations on eight airlines. The Ford Airport
is managed and operated by the Gerald R. Ford International Airport Authority.
To obtain the highest quality project delivery within the required schedule and budget allocations, GFIAA seeks
a partner through a 2-part public Qualifications-Based Selection process which includes an initial qualifications
evaluation followed by interviews and contract negotiation with the selected firm. This 2-part selection process
articulates the GFIAA's goals and provides openness and consistency so that all qualified firms receive fair
consideration.

WORK SCOPE
Background:
GFIAA uses Cityworks to support daily inspection and work activities across various departments and as our
primary digital asset management system. Our Cityworks environment is split into 3 information collection
types: Inspections, logbook entries (service requests), and work orders.
Inspections support the GFIAA Operations department including airfield Part 139 reporting. Airfield inspections
are completed three times a day and work orders are opened as needed during inspections to address
findings. Crystal report templates have been set up to report on inspection findings, associated work orders,
and work order resolutions. These findings are federally mandated to be reported to the Federal Aviation
Administration.
Logbook entries support day to day operations within the public facing areas of the airport by collecting data
on calls received by patrons and employees. These entries document the needs of user groups and improve
response times on critical business functions. Logbook entries also support our SMS program, a federally
mandated program to track instances of safety hazards.
Work orders are the backbone of the GFIAA asset maintenance system. Work orders are used to track work
completed on individual assets throughout airport facilities and the airfield. Work orders are generated using
multiple methods; Part 139 inspections, logbook entries, and Survey123 forms accessible to various user
groups.
Cityworks assets and associated data fields are stored and managed within the airport's ESRI Enterprise Portal.
Survey123 forms are set up through both the Enterprise Portal and ArcGIS Online. Cityworks work order and
logbook information are fed back into the GIS environment for dashboard creation and management.
To continue operating consistently at the asset level, identify opportunities for system and process
improvements, and to identify expectations (schedule, costs, trainings, and milestones) for Cityworks system
improvements, GFIAA is seeking a professional services partner to work with and support airport team
members on an as-needed basis. Following is an overview of services that may be performed during the multi-
year contract resulting from this solicitation. This summary is not intended to be a final scope nor inclusive of
all services to be provided, rather a representation of the intent of the contract.
Scope:
Consulting services anticipated to support GFIAA team members working in and with Cityworks (and by
extension GIS) may include, but are not limited to:
* Evaluation of existing systems (Cityworks Office) and processes at various levels including administrative
users and end users.
* Issue a summary report of current practices with recommendations for system and process
improvements and opportunities to increase value with additional Cityworks modules.

* Review Survey 123 and recommend expansion for end user engagement including standard processes,
documentation, and training.
* Recommend timelines and milestones for transition to Cityworks Respond and Trimble Unity before
respective sundowning dates.
* Support the GFIAA team to transition from Cityworks Office to other products and for the deployment
of additional modules. Support services may include data management, standard development (reports,
processes, etc.), training, and project management services.
* Support GFIAA in-house development of Cityworks processes, reports, and common practices for staff.
* Provide as-needed support services for Cityworks day-to-day functions.
* Support and execute GIS enterprise portal upgrades including identifying timing to maintain
compatibility with Cityworks.
* Identify process and support crystal reports transition to active reports.
* Provide active report template creation training.
* Document processes and provide training to add custom fields and make xml changes.
General maintenance & support services will include items such as:
* Support ESRI Enterprise Portal upgrade as needed, and confirm Cityworks compatibility.
* Survey123 to Cityworks integration support.
* On-call (as-needed) support for both Cityworks issues and related GIS problems.
* Provide proactive recommendations for system and workflow improvements.
* Timely preparation, planning, and scheduling for future upgrades.
* Support for end user training and establishing/documenting standard processes and workflows.
* System backend bug fixes.
* Maintaining partnership with airport IT department.
Evaluation Criteria:
Respondents will be evaluated based on qualifications including considerations in the following categories:
1. Related asset management experience
2. Experience working with Cityworks software, Cityworks clients, and Cityworks developers
3. Airport specific experience
4. Experience working with and integrating with the GIS environment
5. Experience of professional staff proposed for the contract
6. Availability of staff
7. Commitment for regular engagements, including frequency and response times

REQUESTS FOR INFORMATION
Questions regarding this solicitation are to be submitted in writing to purchasing@grr.org prior to 2 p.m. on
June 8, 2026.
GFIAA reserves the right to publish and respond to an inquiry, respond directly to the inquirer without
publishing or not respond to the inquiry at its sole discretion. Unless otherwise indicated, all questions will be
complied into one document and answers will be issued as a Questions & Answers document within 4 days
after the question deadline.
It is the firm's responsibility to become familiar with and fully informed regarding the terms, conditions,
and specifications of this solicitation. Lack of understanding or misinterpretation of any portions of this
solicitation shall not be cause for withdrawal after opening or for subsequent protest of award. Addendums
will only be published by the GFIAA Purchasing Department and available for review at www.grr.org.
SUBMISSION FORMAT AND EVALUATION CRITERIA
Submissions should include and will be evaluated on the elements outlined below:
Executive Summary - One (1) page maximum
Summarize the Respondent's strong points and how experience, particularly with similar
responsibilities, will benefit the stakeholders.
Business Organization - One (1) page maximum
State the full name and address of the organization and, if applicable, the branch office, consultants,
or other subordinate elements that will provide or assist in providing the service. Include phone
number(s), email address(s) and Respondent's website address.
Problem Statement & Recommendation - Eight (8) pages maximum
State in succinct terms the Respondent's understanding of the major opportunities within this request.
Describe specifically the Respondent's intended process and responsibilities for consulting services
with considerations for defining and supporting system growth and improvements to support all
airport users. Identify important steps that will be taken to meet the GFIAA's expectations and identify
deliverables.
Project Staffing - Four (4) pages maximum

GFIAA is not liable for any costs incurred by any prospective firm prior to the awarding of a contract,

TERMS AND CONDITIONS
GFIAA reserves the right to require that its standard terms and conditions apply to any actual order placed in
response to a firm's submission. No attempt to modify GFIAA's Standard Terms and Conditions shall be
binding, absent agreement on such modification in writing and signed by GFIAA.
No payment shall be made to the Respondent for any extra material or services, or of any greater amount of
money than stipulated to be paid in the contract, unless changes in or additions to the contract requiring
additional outlay by the Respondent shall first have been expressly authorized and ordered in writing by
contract amendment or otherwise furnished by the GFIAA.
The intent of these specifications is to solicit a properly designed and all-inclusive response. Any
requirements not in the specifications, but which are needed for such a response, are to be included in the
submission.
The Gerald R Ford International Airport Authority, in accordance with the provisions of Title VI of the Civil
Rights Act of 1964 (78 Stat. 252, 42 USC 2000d to 2000d-4) and the Regulations, hereby notifies all bidders
or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement,
[select businesses, or disadvantaged business enterprises or airport concession disadvantaged business
enterprises] will be afforded full and fair opportunity to submit bids in response to this invitation and no

Michigan.
The GFIAA is tax-exempt and a regional airport authority organized under 2015 P.A. 95, being MCL 259.137 et.
seq.
