Citywide Tree Maintenance Services

GENERAL INFORMATION: The City of Artesia (“City”) is soliciting Requests for Proposals from qualified firms to provide services for tree maintenance, GPS tree inventory, removal and replacement of trees, as needed, within the City's Urban Forest. The City has approximately 2,410 street and park trees that comprise its Urban Forest. The objective of this Request for Proposals (“RFP”) solicitation is to identify the proposer in the best interest of the City to provide these services over the course of a proposed contract term. The contract term shall be for five (5) years with the City receiving the option to grant one (1) one-year extensions at the end of the term.

The anticipated schedule is as follows:

1. RFP Submittal Deadline: 3:00 p.m. on Tuesday, August 25, 2026
2. Question Deadline 3:00 p.m. on Monday, August 17, 2026
3. Determination of Most Qualified Vendor(s)
4. Contract Award: Monday, September 14, 2026

SCOPE OF WORK: The Contractor, at the City's direction, shall perform tree, and other woody plant maintenance, removal & occasional replacement services in accordance with the statement of work described herein and all applicable American National Standards Institute (ANSI) and International Society of Arboriculture (ISA) standards at various sites. The work performed on this contract as directed by City staff (including: watering, pruning, removal, plant health care, and replacement of trees and plants, GPS tree inventory collection and software usage and arborist consulting services) is routine, recurring and usual. The rates in the Cost Proposal must be based on prevailing wage determination "Tree Maintenance Laborer". Additionally, all vendors will be required to be registered with the Department of Industrial Relations (DIR) prior to proposal submittal. All work will require a submission of certified payroll records to the DIR.
