The City operates under a decentralized procurement system; individual Departments are responsible for purchasing those goods and services required to perform their functions. The Procurement Division acts as a liaison between Departments, responsible for administering & enforcing purchasing policies & procedures; identifying & establishing procurement strategies, methods & processes; and providing assistance with solicitation development, negotiations & contract awards.

  1. The City was recently awarded a federal grant established by the Bipartisan Infrastructure Law (BIL) from the United States Department of Transportation. Safe Streets and Roads for All (SS4A) grants seek to improve roadway safety by significantly reducing or eliminating roadway fatalities and serious injuries through a Safety Action Plan. The City is committed to creating and implementing a Safety Action Plan that advances the City’s transportation safety goals. The City of Gaithersburg Public Works Department will administer the project. Once complete, the City may seek grant funding to apply for implementation or discretionary funds through SS4A funding or other source if available. The grant from the U.S. Department of Transportation is in the amount of $360,000.

  2. The purpose of the City’s SS4A program is to meet all Safe Streets and Roads for all Action Plan Components to reduce City, County and State (no evaluation for I-270) roadway fatalities and serious injuries by at least fifty (50%) over the first five years after the study is completed.

  3. The Safe System Approach addresses the safety of all road users. It involves shifting safety culture, increasing collaboration across all safety stakeholders, and focusing on the transportation system design and operation. This approach anticipates that humans make mistakes, and therefore lessening impact forces to reduce crash severity is essential to saving lives.

  4. The City of Gaithersburg seeks the services of an experienced Offeror(s) from qualified professional transportation planning and engineering firms or teams that can introduce creativity into solutions with supporting analysis.
